When the new Town Hall at 575 Rossland Road East was completed in 1977, the Library took over the remainder of the former Municipal Building at 405 Dundas Street West. The Carnegie Library became the location of a Government of Canada employment centre.
Since moving into the basement of the Municipal Building in 1974, the Whitby Public Library gained a photocopier, a microfilm reader, local newspapers from the 1850s on microfilm, and 16 mm and 28 mm films. The Library's multilingual and large print collections were also started during this time.
The Library underwent renovations in 1977 which accommodated additional growth and paved the way for the eventual computerization of the card catalogue. During this time the Local History and Canadiana collections were established in the Peter Perry Room, 8 mm films and eventually VHS were offered, and the Whitby Information Centre opened and came under the management of the Library.
In 1988, a public computer room containing four microcomputers with word processors opened. The Library's catalogue was computerized in the same year, although the card catalogue was still used until 1992. Internet access became available to the public in 1999 and the library catalogue was online just one year later.
