Another long time park superintendent, George Coltart, developed the gardens in Waterloo Park during his 28 year tenure from 1923-1951. Most notably, he created flower gardens and a lily pond by the Eby Farm House, where he lived. Coltart was the president of the Waterloo Horticultural Society from 1930-1931 and won many awards for his work.11
The Victorian Gardens were completed as a millennial project in 1999. The improvements included an access from the gardens to Silver Lake, a pergola and a gazebo. The pillars of the pergola were designed to match the ones of the Victorian Gate at the entrance of the park.
All of these improvements have made Waterloo Park a beautiful place to visit and picnic.12
