Seeley's Bay Branch will be assisting us with both these urojects. see Local Government The fall meeting of The Association of Municipal Clerks and Treasurers of Ontario was held at the Lyndhurst Legion Hall on Wednesday, October 17, 1979, with over 80 in attendance. Zone 4 comprises the Counties of Frontenac, Leeds & Grenville, Renfrew, Lanark, Prescott & Russell, Stormont, Dundas & Glengarry and Ottawa-Carleton. The Clerks, Deputies and Assistants of the Townships of Bastard & South Burgess, South Crosby, Rear of Leeds & Lansdowne and the Village of Newboro hosted the meeting. The guest speaker for the morning session was Mr. E. Bissinger of the Ministry of Housing who spoke on Government-assisted housing programs, both existing and new, and who outlined the municipal options and corresponding responsibilities of the various programs available. There were two workshops in the afternoon. Mr. R. Bailey of the Assessment Branch of the Ministry of Revenue spoke on the current "hot spot" of municipal interests, Section 86 of the Assessment Act and the new equalization factor. There has been a great deal of media coverage on these two topics and on their effect on municipal financing. Subject matter for the second workshop was the White Paper on Planning which sets out proposed changes to The Planning Act. The discussion was mainly on Zoning byâ€"laws, which generally follow implementation of an official Plan. Many of the members in attendance had not been in our particular area of Leeds before and were impressed with the country-side and also with the Legion Hall and new municipal facilities. The Ladies Auxiliary of the Legion served a great dinner at noon which everyone enjoyed. Dinner guests were Reeves and repres- entatives of Council and managers of the banks serving the municipalities hosting the meeting. 45' wide, reular $2.98 C; ONLY $1.89/yard CLS"‘ c, 25%; SEEQLAL!
