R'DEAVU AKESUNION L.IE>FKfK£2P( Library Union Headguarters Opens The Opening of Rideau Lakes Union Library Headquarters last month was the culmination of many months of hard work and a milestone in the history of the Library.The Opening Ceremony was attendâ€" ed by some 40 Librarians,Trustees and Municipal representatives. The addition to Elgin Branch Library houses both Union Headquarter's badly needed office space and a Children's Wing.The new section has been named the Aileen Fahey Room,after South Crosby's first Librarian. Maurice Price,Chairman of Eastern Ontario Library System,spoke briefly on the implications of the freeze on provâ€" incial per capita grants to Libraries. He commended Rideau Lakes Union for its achievements through volunteer work. The Opening Ceremony was followed by two workshops entitled "Coâ€"operation Trough Participation," and organized by Union Library Coâ€"ordinator Pat Little. The Librarian's workshop covered the functional operation of the Union Lib- rary system. The Trustee's workshop was addresses by Barry Robinson,Director of Lake Ontâ€" ario Regional Library System.This neigh- bouring system has been very successful in serving small local libraries; Mr. Robinson places great emphasis on books,with one third of the total budget going to the purchase of books. The Lake Ontario Library System offers small libraries a central purchasing and processing service at low cost. Specialized "Green Dot" Collections in areas of high interest are circulated among the small Libraries of the Region. Rideau Lakes Union Library is char- acterized by active local participaâ€" tion.Funding goes a long way when it's augmented by volunteer efforts.Rideau Lakes Union Library received 2000 hours of such help in 1977.At each of the six Branches,an active "Friends of Li- brary" committee assists with operation of the Branch. Mrs. Diane Haskins,Chairman of the Library Board, that the flexibility of legislation governing Union Libraries allows a great deal of local control. In Rideau Lakes Union each of the 4 municipalities has 3 Board members. Thus members of the Union system are able to give better library service, while maintaining local control. Historical Highlights JOHN BY SELLS MORTON Leeds County Register: A document was unearthed here recently which sealed an agreement between the renowned John By, Lieutenant Colonel Royal Engineers,Com- manding on the Rideau,and the Principal Officers of His Majesty's Ordinance on behalf of His Majesty. The document is a record of the sale of land previously granted to By.The Registry date is January 18,1832 ,"at ten of the clock in the forenoon." Col. By "hath and doth give,grant, bargain,sell,assign,release,transfer, convey and confirm...That certain par- cel or lot of land being number 2 in the Fifth Concession of the Township of South Crosby in the Johnstown District." This 200 acre parcel lies where the Village of Morton now stands.Today we can envy the price.The land was sold for the modest sum of " ten pounds of lawful money of the Province of Upper Canada." At today's rates that's about $21.00!
