. Elgin & District - i , Co-op Nursery School A 'well attended' Annual General meeting was held Mon. Oct.5/81 at the Nursery School. Jo Shaw, Retiring President, wel- comed everyone and introduced :teacher Heather Green, who gave a idetailed report of last year's iactivities and an outline of this zyear's schedule. The number of ichildren attending the Nursery ‘School this year has increased to 42, 10 in Juniors and 32 in Seniors. With such a huge senior enrolment it has been decided that Ithe group be divided into 2 sepâ€" varate classes, making it necessary 3to hire 2 new assistants. We welcome Barbara Neff and Janet Fleming to the staff. There are no openings left for senior registration but anyone interested in enrolling their child,(age 2%-3%) in the Junior group should contact Heather Green at 359â€"5892. The monthly fee for this class is $25.50. Reports were heard from the Committee Chairpersons and disâ€" cussions concerning this year's Special Events followed. There will be a Christmas Party comb- ining the Jr. and Sr. classes on Friday, Dec. 18. Nursery School will close after the party and not reâ€"cpen until Jan. 4 1982. We will be selling our Christmas Pom-pom decorations again this year at the Rideau Crafts Christâ€" mas Market to be held at Rideau District High School on Sat. Nov. 28. As well, we will be having a raffle of a Black and Decker Workmate,(donated by Black & Decker) aS_well as other useful articlesI“Tickets will be avail- able in the very near future from all Co-op members. Heather will be attending 2 of the 3 days being offered. Elaine St Pierre reported that our second application for a Wintario Grant arrived safely in Toronto and we are being considered for funding to purchase equipment to promote large muscle activity. WHEREAS under the provisions of The Municipal Interest and Discount Rates Act, 1981, a municipality may charge interest on tax arrears instead of and in lieu of charging such interest charges as are authorized to be charged by Section 553 of the Municipal Act. AND WHEREAS Council deems it expedient to impose an interest charge on tax arrears: ‘ AND WHEREAS tax arrears are taxes levied in any year which are due and unpaid after December Blst of the year in which they were levied; AND WHEREAS the prime rate of interest of the Bank of Montreal, on this 213t day of September 1981, is 21%%; NOW THEREFORE, the Council of the Corporation of the Township of South Crosby enacts as follows: 1. That the interest to be charged on unpaid tax arrears on the effective date of this by-law shall be at the rate of 223/% per annum as authorized under the provision of The Municipal Interest and Discount Rates Act 1981. (Note that the maximum annual rate that may be imposed in this clause is the rate stated in the preceding clause plus 1%%) 2. That the Treasurer shall add to the amount of all tax arrears due and unpaid interest at the rate of 1.90% per month for each month or fraction thereof, from the effective date of this by-law until paid. 3. That no interest added to taxes shall be compounded. 4. That this by-law shall take effect on the Second day of November 1981. Read a first, second and third time and finally passed this 21st day of September, 1981. September Meetings.â€" The Council of the Corporation of the Township of South Crosby held their first regular meeting of the month on Thursday, Sept. 10th, 1981 at 7:30p.m. at the Municipal offices. Reeve Everton Strong; Councillors Michael Tanner, John P. Fleming & Jim Stedman were present. Min- utes of the previous meeting had been mailed to each member for their perusal. A Motion was passed that these minutes be approved. Eight applications for the pos- ition of Machinery Operator and Truck Driver for the Township of South Crosby were received. The application from Mr. Dennis Muchmore was accepted for the position. The Council endorsed the following resolution which was passed by the Township of Minto. w NOW THEREFORE BE IT RESOLVED THAT: 1. The Council of the Corporation of the Township of Minto, shall, and does hereby demand, that the ~ Federal and Provincial governments provide, and/or force the Canad- ian Chartered banks and other authorized lending institutions to provide farmers and small bus- iness men with long term operâ€" ating loans at reduced rates of interest. ~ Council held their second regular meeting on Monday, Sept. 21st. This By-Law is to provide for interest to be added to Tax Arrears. Mrs. Diane Haskins, of the Local Architectural Conservation Commâ€" ittee, attended the Council Meeting and gave a repbrt of the work that has been completed by L.A.C.A.C. this summer. Municipalities are allowed to charge 5% cash settlement in lieu of land,(pursuant to Section 33(8) of the Planning Act,) for the purpose of cap- ital improvements and construe - hbn of a public park. Municipalr ities are also eligible for 50% grants from the Ministry of Nat- ural Resources, Parks and Re- creational Area Branch, on exâ€" penditures for capital improve- ments and construction of a public park. With monies availâ€" able from the above sources for capital improvements and construc- tion at the South Crosby Township Park no levy is placed on taxâ€" payers through property taxes. The Council have applied to the Ministry for a 50% grant on $21,917.80, which represents total expenditures for the 1981 year on capital improvements & construction at the Township Park. The 50% grant will equal $13,958.93 which will be used for further development of the Public Park at Sand Lake.
