2 NORTH LEEDS LANTERN NOVEMBER 1990 ° EDITORIAL PAGE- Dear Editor: Delta and Portland Rideau Lakes Union Re: Branches, Library Rideau Lakes Union Library is managed by a Board of Trustees appointed by the three Municipalities participating in the Union: Bastard and South Burgess, Rear of Leeds and Lansdowne, and South Crosby. Each Municiplaity appoints one Council Member and two other volunteers to the Board, which oversees the operations of five branches and manages a budget of approximately $7 5,000.00 annually. The Board sets its budget for the next year before the end of December of the preceding year. Each Municipality, pursuant to an Agreement between them, is required to pay the Board for each of the households in its Municipalitya sum set by the Board. In the past three years, the Township of Bastard and South Burgess has only paid the amount required by the Board once. In the other two years, it paid a lower amount than requested because of a unilateral decision by its Council. In August of this year, the Council for the Township of Bastard and South (637 W! Resolution passed a stating that its 1991 payment would be limited to an increase of 4% over the 1990 payment. Burgess This Resolution was passed before the Board had set its budget for 1991 and made its requirements known to the participating Municipalities. At the Board meeting in August, the Board instructed the Chairperson to write to the Township of Bastard and South Burgess to advise that, should that Municipality continue to re fuse to levy such funds as are required by the Board, the Board will have no option but to cut services to the library branches in the Municipality of Bastard and South Burgess, those branches being located in Delta and Portland. At the meeting of the Board in September, the Board decided to write this letter to the patrons of the Rideau Lakes Union Library in an attempt to keep patrons informed. Funding is provided through advertising revenue, which pays for the cost of production while the above named Township Councils contribute towards the mailing costs. The aim of the Lantern is to provide a monthly newspaper of interest to the residents of the areas it serves. News from Councils, local organizations and the public is published as space permits and under the guidelines set down by the Board of Directors. The Lantern also hopes to provide a forum for local concerns and invites articles or letters from the general public. All items submitted MUST be signed for publication. DEADLINE Lantern goes to press the last Tuesday of each month. Material must be submitted NO LATER than the Wednesday prior to press date. ADVERTISING SPACE MUST BE BOOKED BEFORE THAT DEADLINE DATE. ADVERTISING CONTENT: The Lantern staff prepare ads for print, however the content of the ad is the responsibilty of the advertiser.
