Moved by Sly/Stedman that Road Voucher No.2, in the amount of $14,558.30, be accepted and paid. Carried. The Road Superintendent gave his report. Discussion was held regarding the establishment of a parking lot within the Village of Elgin. Clerk is to obtain legal advice on the actual status of road allowance closure and ownership. Moved by Sly/Stedman that the Road Superintendent make arrangements to have Ministry of Transportation Ontario check and approve used Tractor listed in the Auto Trader, and approve for subsidy. Same to be purchased upon the Ministry of Transportation Ontario's approval, for $10,000.00. Also to purchase parts needed to construct road side maintainer, to a maximum of $3,000.00 for said parts. Carried. Discussion was held regarding the defining of a certain area at Waste Disposal Site, for depositing of brush, etc. Clerk is authorized to contact Zane Bell, Ministry of Environment, regarding an area for burning of brush at the Waste Disposal Site. Proposed 1989 Road Department Budget was considered by Council. Moved by Sly/Stedman to pass a Resolution adopting Statement of Proposed Expenditures for Public Transportation 8: Highway Improvements for the year 1988, as attached on Form MR-Aâ€"16. Construction $ 71,700.00 Maintenance 172,100.00 $243,800.00 Carried. Discussion was held regarding ploughing at St. Columbanus Church parking lot, and at the Catholic cemetary. Road Superintendent was advised that Crosby Community Hall Board request that the parking lot at Crosby Community Hall be ploughed, especially on Tuesdays following a snow fall. Moved by Sly/Stedman that the General Office Accounts, in the amount of $1,679.83, be accepted and paid. Carried. By-Law Number 4-89, being a Byâ€"Law to amend leasing By-Law Number 14-85, be taken as read a first and second time. Carried. Following discussion aft er second reading, By-Law 4â€"89 was tabled for further consideration at 27th, 1989 meeting. Moved by Stedman/Sly that Ms. Jane Monaghan and Ms. Dawne Smith be appointed to sit on the Rideau Lakes Union Library Board, as representatives for the Township of South Crosby. Carried. The following persons have shown an interest in serving on the Committee of Adjustment for the Township of South Crcsby: Greg Courneya Doris Pardoe Karen Glover Robert Waterfield Don Warren Moved by Stedman/Sly that the following persons from the public at large be appointed to sit on the Committee of Adjustment for the term of the present Council: Greg Courneya Karen Glover Robert Waterfield Carried. Moved by Sly/Stedman that the Council of the Corporation of the Township of South Crosby do hereby appoint the following members to the Crosby Community Centre Committee for the year of 1988: April Franklin, Chairperson Donna Welch Wayne McCuen Cathy Ryan Bruce Leggett February Lois Jones Dewey Smith Earl Ryan Gary Merriman Cindy Dawn Anderson Linda Carr Carried. Moved by Stedman/Sly that the Council of the Corporation of the Township of South Crosby appoint the following persons as members of the Elgin Community Centre: Howard Smith, Chairperson Bill Glover, Secretary Mike Shanks Tracey Smith Carried. Business arising from the minutes was dealt with. Correspondence was received and considered. Thank you letter received from the North Leeds Lantern for the use of the Community Room was presented to Council. Letter received from the Minister for Senior Citizen's Affairs concerning Senior Citizen's Month was given to Council for perusal. Matter was turned over to Councillor Linda Carr for consideration. Letter received from C.M.H.C. regarding the Rural 8: Native Housing Program advising that approval has been given for the construction of two units on Mallen's Road, and that at this time no commitment has been made regarding a third unit in this area. Committee reports were given. Meeting adjourned. The Council of the Township of South Crosby met on Monday, February 27th, 1989, with all members present. Minutes of the previous meeting were read and approved. Road Department and General Office Staff employees attended Council meeting, making a presentation to Council regarding wage increases for the year of 1989. Moved by Sly/Carr that wage reports from staff be referred to Finance Committee for future consideration. Carried. Moved by Sly/Stedman to pass a motion that Road Voucher No.3, in the amount of $6,687.38, be accepted and paid. Carried. Road Superintendent gave his report. Moved by Stedman/Carr that the Council of the Corporation of the Township of South Crosby agree that tenders be invited for the supply and delivery of fuel. Carried. Moved by Stedman/Connell that the General Office accounts, in the amount of $3,316.43, be accepted and paid. Carried. Moved by Sly/Stedman that Byâ€"Law No 4-89 be taken as read a third time and finally passed the 27th day of February, 1989. Carried. Moved by Carr/Stedman that the Council of the Corporation of the Township of South Crosby hereby appoint the following persons as members of the Morton Community Centre for the year of 1989: Wayne Sly, Chairman Valerie Patterson, Treasurer Sarah Mattice, Secretary Ann Knowlton, Alison Rideout, Carol Perrin, Darlene Lake, Jennie Burns (Sr.), Carol Bush, Norman Patterson, Dave Wakelin, Theresa Wakelin, Shawn Perrin, Mark Knowlton, Linda Carr â€" Council Representative. Carried. Moved by Sly/Carr that the Council of the Corporation of the Township of South Crosby do hereby agree to write off expenses on Invoice Number 78692, in the name of (Senior Citizen) Rideau Lakes Apartments. Carried. Moved by Sly/Stedman that the Clerk is authorized to proceed with necessary steps for the stoppingâ€"up and closing of a portion of unopened road allowance between Concession 8 8: 9, as requested by Timberlake Enterprises Ltd. Carried. It was agreed that Council members meet on April 16th, 1989 at l:00p.m. to do an on-site inspection of proposed Troy Lake Subdivision. It was also suggested that Mr. Michael Meredith and/or Ms. Nicola Linnell also be present for this on-site inspection. Moved byCarr/Stedman that the Council of the Corporation of the Township of South Crosby agree to enter into an agreement with Elgin Police Village Trustees for construction, repairs and maintenance to catch basins and drains within the Elgin Police Village. Carried. Moved by Sly/Carr to pass a motion that the Council of the Corporation of the Township of South Crosby agree to discontinue payment of bounty on wolves. Further notice to this effect is to be prepared and published for public information. Carried. Moved by Carr/Connell to pass a motion that the Council of the Corporation of the Township of South Crosby hereby proclaim the week of April 9th to 15th, 1989 as National Wildlife Week. Carried. Councillor Linda Carr advised Council that in recognition of Local Government Week, arrangements have been made to hold Council meetings at the secondary and public schools, with a period for questions and answers following meetings. Reeve Smith brought to Council's attention that the Elgin Lions Club will soon be celebrating a 40th Anniversary. It was agreed that Council purchase a plaque and present same to Elgin Lions Club to acknowledge their 40th Anniversary. Next Council meeting will be held on Monday, March 6th,1989.
