PORTLAND COMMUNITY BOARD Minutes July 12, 1989 Attendance: R.Andrew, D.Burchil1, “ K.Derraugh, R.Dunfield, C.Hall, B.James, R.Long, A.McWhirter, A.Ostrom, F.Perrin, B.Scovil, M.Stinson The Chair called the meeting to order. He introduced the guest, Mr. M. VanLuven who addressed the concerns of his family regarding the abuse of the public block immediately adjacent to the VanLuven property where late night partying by persons unknown keep neighbours awake, litter the block, and create an unsatisfactory condition. Ontario Provincial, Police do not place a high priority on response to complaints and indicate that because the block is not “posted", it is difficult to do anything about the behaviour of individuals. Mr. VanLuven left the meeting with the thanks of the Chair and his promise that the Board would consider the problem, take decisions on a possible course of action, and communicate this to the VanLuven family. Scovil/Stinson - that the minutes as printed and circulated be approved subject to any necessary corrections. In a letter to the Clerk Treasurer the Chair has requested inclusion of funding in the 1990 Township Road Maintenance budget to paint a solid centre line on Colborne Street for its full length, and to renew the stop lines on streets which intersect Colborne Street. In a letter to the Clerk Treasurer the Chair has requested that the carpeting in the library be replaced at the earliest possible opportunity now that all necessary cuts in the floor related to the septic system have been made. Notification that the Legion has appointed Carl Smith as its representative, replacing Pat McManus. Several members of the Board expressed regret that Mr. McManus was to be lost to the Board for his counsel, his willingness to undertake many tasks, his long service, and his most recent role as Secretary. The Chair signified his intention to express these sentiments by letter, having already done so orally. A request for exemption from dockage charges at night. Mr. Fred Sneyd is the summer period organist at the Portland United Church. He attends weekly choir practice on Wednesday evening and organ practice usually on Friday evening. He wishes to come 10 mmsmmn WIS†to Portland by boat. There was considerable discussion of the principle and the particular issue. The conclusion reached by concensus was that in a "userâ€"pay" situation, any exemption would create difficulty. Although the Regulations of the Small Craft Harbour Branch of the Ministry of Fisheries and Oceans indicate that a user should pay for any use, the village, in the four years for which it has held responsibility for the dock, has chosen to charge only at night in an effort to be fair both to cottagers, who can remember when the use of the government dock was completely free, and to boaters who, for the past nine or ten years, have been accustomed to paying for docking and for locking on the canal system. Most boaters and cottagers have been able to accept these changes. Reports 1. Custodian: The return of Don Burchill following heart bypass surgery was welcomed by the Board. The Custodian thanked the Board for the basket of fruit. He reported on the extra work involved in opening and closing the external access washrooms, and the need for materials, supplies, and equipment. Andrew / McWhirter: That the caretaker be authorized to obtain $350 from the Treasurer to purchase necessary cleaning supplies and equipment and five (5) new soap dispensers. Carried. Mr. Burchill requested that signs be placed in the washrooms requesting users to assist in keeping them clean. This will be attempted. 3. Chicken Barbegue: Betty James reported that the Planning Committee had met Monday, July 10. Calling lists were prepared and were being distributed. All Board members were invited to assist on August 5. The barbeque pit will be placed on flat ground near Campbell Street. Picnic tables will be borrowed from Parks Canada (Ken Derraugh will arrange). Stands and rope to block off part of the parking lot will be borrowed from Jamesview Construction (Betty James will arrange). Public Relations: Brys Scovil reported that notices regarding the chicken barbeque had been sent to all local ministers, radio stations, and newspapers. Some signs have already been placed, and, with the assistance of Betty James and Frank Perrin, all signs will be placed by the weekend. Flaming Committee: The Chair read a list of the proposed members of the committee - Kirk Bryden: Chair, Eleanor Dickey, Judy Horsfall, Paul VanLuven, Alec McWhirter, Ross Andrew. This list was accepted by the Board. Its tasks are to list priorities for expenditures in Year 3 of the current PRIDE grant programme and to prepare a "wish list" of items for a possible second 3 year PRIDE grant. Government Dock Committee: Rick Long reported that dock revenues are below last year's level, despite increased fees. There are fewer big houseboats on the lake because of the problems of Three Buoys, and there was no boat show this year presented by Ken Mason Marine. These two are the more easily identified contributors to the reduced revenues. The problem of collecting docking fees for evenings continues to plague the Harbour Master. A lengthy and lively discussion about charges and collection insued. Chair's Report: Ross Andrew reported that he had met with Sgt. George Gagne, Thursday, July 6, in Westport to discuss concerns. Items discussed included: Parking: If signs are backed by a municipal bylaw, the police 'can ticket cars for a bylaw breach, for which the fine is $53.75. A solid line the full length of Colborne Street would help to control several different problems, including the vision problem at Luis' Pizzeria. Speed: Sgt. Gagne is a strong advocate of a 60 kph speed limit on Highway 15 through the village. He intends to continue to assign radar equipped cars to monitor highway speed through the village as well as street speed in the village. He would welcome Board support to convince the Ministry of Transportation to reduce the highway speed through Portland. Roadside Newspaper Boxes: Sgt. Gagne asked if the Board would consider inviting the Ottawa Citizen and the Brockville Recorder and Times to move their boxes from the highway edge at the foot of Station Road because their current location blocks the view of southbound traffic. Andrew/Dunfield: That the Chair request Township Council to approach the Ministry of Transportation with the request that the highway speed through Portland be reduced to 60 kph. Carried. The Chair agreed to ask the Circulation Managers of the two newspapers about moving their boxes away from the problem area. Long/James: That the Portland Community Beach be posted for usage - open at 6:00a.m. and closed at 10:00p.m. and that Ontario Hydro be requested to install a "Sentinel" light on the beach. Carried. New Business: Reverend Kompass of Portland Anglican Church has requested a reduced rental rate (normally $60.00) for the use of the upstairs portion of the hall for the July 29 showing of the film "Jesus" aimed at the younger people of the community and supported by the Anglican and United Churches. There was no further business for the Board, so the Chair thanked members for their diligence and patience and adjourned the meeting at 10:20p.m. PORTLAND COMMUNITY mm On Saturday, August 5,1989 660 dinners were served at our annual Chicken Barbeque and a profit of $1,608.25 will be applied to the running expenses of the hall.
