All members of Council as Well as staff members came back from various activities outlined in last month's column impressed and enthusiastic about what they had seen and heard. Councillors Greenhorn and Tackaberry and McManus attended the Planning Seminar in Kingston with each of them attending different sessions throughout the three days and studying such diverse things as private roads, computer operations, official plan reviews, and promoting of local developments. A fiery and topical after dinner speech by Brigit Pyke, President of the Federation of Agriculture very wellâ€"presented and educational seminar. Councillor McManus attended the Seminar on Waste Management at Lansdowne. The Cataraqui Region Conservation Authority was host to this event and - is to be congratulated on the timing, content and quality of the presentations. As well the Authority deserves credit for Itaking a leading role in trying to understand and contend with a major concern that was confronted, is confronting or will confront every municipality everywhere. Of the 26 municipalities that make up the Cataraqui Authority, 21 were represented. On September 23, the Deputy Clerkâ€"Treasurer travelled to London for the 1987 Municipal Finance Conference. The three day conference offered a variety of interesting topics such as Surplus or Deficit; the new Pay Equity legislation and Upgrading Ontario Municipal Administrative Expertise. As well, there were guest speakers who spoke to the delegates on creativity and goodwill relating to the Municipal field. The Ministry of Environment (M.O.E.) is committed to assisting municipalities which wish to recycle waste such as glass, cardboard, metal, wood, plastic, tires, paper, and wiring. Recycling is taking place in 40 municipalities but in smaller municipalities there are problems in regard to costs (lower volumeâ€"higher costs) of separation, storage, labour,“ and the purchase of collection equipment. It was pointed out that recycling is neither reasonable or practical at all locations. Other problem areas which came under discussion were funding for studies, landfill sites, geology, rock formations, problems for leaking, ground water pollution, burning vs. burying, markets for sale of recycled items, clear governmental policies, uniformity of decision making, production of energy from garbage (heat, electricity), planning , political, social and economic pressures and of course the N.I.M.B.Y. syndrome, (not in my back yard). and it was said that garbage is something that everyone wants picked up but no one wants set down again. Discussed as well were Waste Management Master Plans, Waste Management Improvement Program, the Environmental Protection Act, and proposed amendments to it and the Comprehensive Funding Program for Waste Management with its 4 R's program: Reduction, Reuse, Recycling and Recovery for which there are grants ranging from 50% to 75%. This seminar came at a vital time for Bastard and South Burgess which along with its surrounding neighbouring municipalities hopes to embark an a possible waste management study in the near future. Reeve Arch Ostrom and the Clerkâ€"Treasurer enjoyed the session on P.R.I.D.E. (Program, Renewal, Improvement, Development and Economic Revitalization) and came away with a great deal of information to apply to the PRIDE program in this Township. Attendance by the PRIDE program administrator was mandatory. At its last meeting Council appointed McNeely Engineering Consultants as consultants for its PRIDE program. The program is now at stage 3 of 14 stages. The LACAC is a first in Bastard and South Burgess. A workshop for Bastard and South Burgess and a large area surrounding the Township. There will be a speaker from the Ministry of Citizenship and Culture, Pittsburg Township's LACAC will make a presentation as will Bastard and South Burgess LACAC. We'll report on this in our next column. sponsoring MEDICAL CENTRE FOR PORTLAND AREA Members of the Steering Committee of the Portland and District Community Health Centre are anxiously awaiting word from the Ministry of Health regarding the future of health services in Portland. The proposal submitted by the committee included the construction of a Medical Centre serviced on a part time basis by Dr. Greg Healey and a group of Smiths Falls doctors. The Smiths Falls Community Hospital has agreed to provide additional staff support. Your steering committee has applied to the Province for incorporation and expects approval of the nonâ€"profit corporation very shortly. Over 150 support letters of have been received from area residents with several more being received each week. Dr. jeanette Hamilton has been helping with the shortage of health service by coming to Portland one half day each week and operating from rented premises. Larry Fry, Chairman of your Steering Committee, reports tremendous coâ€"operation from the Rideau Valley District Health Council, area doctors and the Smiths Falls Community Hospital. A group of interested citizens gathered in the Philipsville W.I. hall to hear what is involved in bringing about such a project. This will be done in conjunction with the VON, Mrs. M. Jenkins, director for Leeds and Grenville as well as two staff members, Helen Phillips and Bonnie Sled. Proceedures were outlined by Helen. Walkwel shoes from Kingston was represented by Jack McAlpine and Hank Neff, who brought along a wide range of footwear for every possible occasion. Jack gave a summary of the methods used to determine the correct footwear for the client. Nancy Hayes, salesperson for Doncaster medical supplies demonstrated a number of walking aids available to anyone who needs them. An informal period followed for questions and displays to be viewed. It is the intention of the Philipsville Outreach group to hold the clinic the last Thursday of every month starting October 29, anyone wishing to make an appointment should contact Lydia Tackaberry at 359â€"5845. On Oct. 1, 49 people boarded Howard's bus from the Institute Hall in Philipsville for a trip to Lanark. where everyone went shopping. After returning to the bus they went to the Agriculture Hall in McDonalds Corners where they were met by the Seniors group there. They had dinner here and enjoyed a singsong and selections on a guitar, after which they were given a tour of the centre. From here they went on to Balderson, then back to Hersheys, Smiths Falls, arriving back in Philipsville about 4:30 with everyone looking forward to another trip next year. 11
