The labour law reforms introduced by the NDP will do nothing to create jobs in Ontario...do nothing to make us more competitive and attract investment...and do nothing to renew or strengthen the economy. What they will do is increase the political and economic power of the union bosses...and cement their support of the NDP for the future. That’s great news for union leaders and New Democrat politicians, but more bad news for everyone else. Do you believe that someone looking for work cares whether a union's leadership can brag of ten new members? Do you believe that someone hit by the 14 tax increases in the NDP budget cares whether Bob Rae gets a bigger union donation next election ? Whose interests are they representing, if not their own? The people looking for work want jobs...and the people with jobs want their governments to tax fairly and spend wisely. Where are the government plans to accomplish those aims? The time for developing those plans and changing government priorities is running out. If taxes go any higher, the flow of employment and investment out of Ontario will turn into a flood. We are starting into a downward spiral where taxes and spending continue to increase while revenue and employment continue to decrease. We have to act now, before we are trapped in tli it spiral. lt ml] mean reducing the size of government and the amount of money it spends...spending smarter, and using our existing resources to stimulate the economy...reducing the tax burden on working people and on the small businesses that create most of Ontario's jobs...and creating a climate that will welcome investment and job creation. My caucus and I have called for a moratorium on changes to the labour laws. The business community also tried to warn the govemment of the disastrous effects of this legislation, but the government refused to listen and instead will give us the most radical labour laws in North America. The wish list of the union bosses was to increase the power and size of their groups, and that is exactly what the NDFf proposes to do. , So, the people who create the jobs, who bring the investment dollars into Ontario, will be punished again. This government has to learn that its top priorities should be the creation ofjobs, opportunity, and hope for the future, and that a union leader’s agenda for labour reform is the wrong priority at the wrong time. The highlights of the 1992 program include a rte-organization of the six former advisory boards into three geographical boards representing the Upper, Middle and Lower Rideau Valley . ; areas. This will bring conservation work right to the doorstcps of the municipalities. It will . also ensure that more local municipal issues will be addressed. Local environmental groups will also have a responsible local forum in which to present their points of view. .2- This reorganization is the result of the whole new spirit of "grass roots" responsibility for environmental protection that is sweeping Ontario. On the work program for 1992 is the production of the umbrella policy document known as the "Conservation Strategy". This plan provides for a new direction and renewed interest in an "ecosystem approach" to the management of the valley‘s resources. Cooperative resource programming and promoting conservation awareness are the other main points of the new strategy. Other projects include the maintenance of our eight developed Conservation Areas, the planting, tending and site preparation for 250,000 tree seedlings this spring, a_ major new program - CURB - to clean up sources of rural pollution starting in May, a Conservation Service plan to help private landowners in the valley, major flood plain mapping projects underway on the Rideau, Stevens Creek and Jock River, and participation in the Sawmill Creek Watershed Plan being done jointly by the Cities of Ottawa and Gloucester, RVCA, National Capital Commission and the Ministries of Environment and Natural Resources. A new improved RVCA is in the works. New members, new way of doing business, new outlook on conservation. We are working towards a heathly Ridcau Valley environment.
