Belanger Construction wanted permission to set up two bunkhouses and a combi- nation kitchen and dining room on the land. The camp would service employees while the firm resurfaces the highway from Jackfish to Ter- race Bay, a job expected to be completed by August, 1993. Lacharity made the request at a special meeting of Council May 7. In an interview May 14, Terrace Bay Reeve Jim Ziegler said Council tured down the request because it violated the zoning bylaw for that area. "What we have to look at is the long term," said Ziegler. "For example, if we had given them a temporary use bylaw, and no one had appealed it, what do we do in the fall during the mill shut down if all of the construction companies come in and say 'Listen, you gave this guy per- mission to set up a camp there--why can't we set up a (kitchen and trailer) camp over here?' What happens to the motels and restaurant business- es that depend on that rev- enue?" As it stands now, the area where Belanger Construction wants to locate a temporary camp is zoned Highway Com- mercial, which means only business owners and their fam- ilies can live there. A temporary use bylaw could be passed to permit what Belanger Construction wants to do, but it would require 20 days to advertise and 20 days for an appeal process. If it's appealed, the appeal could delay the bylaw by as much as one year. In the past, Terrace Bay Council has turned down simi- lar requests from CP Rail and from Trottier Bus Lines. "Once you do it for one continued on page 3 Community Futures upset with CIBC move by Darren MacDonald The News Members of the Schreiber - Terrace Bay Community Futures Organization are upset that the Canadian Imperial Bank of Commerce has decided to centralize commercial bank- ing accounts in a Thunder Bay Office. As a result of the move, the decision whether or not to approve a commercial loan will be made by a central office manager in Thunder Bay, rather than by the CIBC manager in Terrace Bay. Community Futures Chair- person Susan Glad says she's particularly concerned that New Ventures Loans to busi- nesses will be affected. New Ventures Loans are loans to businesses that are guaranteed by the provincial government. For each $0.50 a local business puts up, the lend- ing institution puts up $1, up to a maximum of $15,000. If the business defaults on its loan payments, the loan is paid by the government. In the last two years, the Business Development Centre has arranged 17 New Venture loans in the Schreiber - Terrace Bay area. "Whether or not commercial banking comes back is one thing, but it's the New Venture loans that we really will miss out on," says Glad.
