'ESSEL LICENSING INSTRUCTIONS 1. Vessels not exceeding 106 tons register tonnage propelled by inboard or outboard motors of 10 horsepower or more require to be licensed. Vessels over 10 recister require to be registered. The Small Vessel Licensing segulations provide a penalty for failure to license and: mark vessels where required, 2.
