The municipality owns the buildings and the heavy equipment, but the club members own the lighter furnishings and have a sense of proprietorship of all the facilities. During the last year some frictions developed when the Embrun club leased a new tank truck at $500. per month with the Council reportedly | learning of it only when the bill came in. The drawing of water is also a problem in Embrun as it is a critical service for many people but the fee charged has paid only wages and has not returned anything to the fire Department and to offset the wear and tear on the truck (let alone contribute to the lease cost.) This has not been a problem in Russell as the demand is low and the firemen have contibuted their casual fees back to the club.
