Mr. Thomas Pearce was the first County Inspector appointed. He entered upon his duties the 1st of July 1871. and was sole inspector in the county until 1904, when a division of the county was made and he was appointed for No. 1 Division and Mr. F. W. Sheppard for No. 2 Divison. Mr. Pearce died in 1915 after forty-four years of distinguished service. He had been principal of Central School, Kitchener for eleven years. Sheppard was appointed in 1904 for the southern of No. 2. division of Waterloo County.
