Francis Keller was born in Markham Township, Upper Canada in 1821 and in the mid-1840s he moved to Oshawa. By the early 1850s he was living in Whitby and helping to promote the separation of Ontario County from York County and the establishment of Whitby as the County Town. He and Abraham Farewell gave the land for the Mechanics' Institute Hall in Whitby in 1852. His brother-in-law was William Henry Higgins, proprietor of the Whitby Chronicle. Mr. Keller served as post-master of Oshawa and as postmaster of Whitby from 1867 to 1869. In 1871 he moved to Uxbridge and founded the Uxbridge Journal which was later edited by his son, W.H. Keller.
