- Herbert Luther Pringle was born at Whitby on April 5, 1885. After graduating from the University of Toronto's School of Practical Science in 1906 he worked as a railroad engineer for seven years in the Phillipines. He then worked on banana plantations as an irrigation engineer in Columbia. He returned to Whitby in 1917. During the 1920s he was an assessor, tax collector, building inspector and plumbing inspector. In 1925 he became Whitby's town engineer, an engineering consultant for the Public Utilities Commission. In 1933, he became superintendant and secretary-treasurer of the Public Utilities Commission and retired in 1961. He died at Oshawa on May 1, 1965 and is buried at Union Cemetery, Oshawa.
