- James H. Downey was born at Sandhurst, Ontario, but grew up in Napanee. His father, D.C. Downey started a coal and grain business in Whitby in 1882 and in 1895 James H. Downey came to Whitby from Napanee to take over the business. He wasy Mayor of Whitby from 1909-1912 and Reeve from 1915 to September 1919 when he moved from Whitby to San Diego, California. He died at Los Angeles, California on November 2, 1942 and is buried at Napanee, Ontario.
