- James Rutledge was born on July 12, 1842 in Darlington Township. He was educated at Bowmanville High School and received a Bachelor of Arts degree (B.A.) from the University of Toronto in 1864. From 1869 - 1882 James Rutledge was a partner with J.E. Farewell in Whitby and started his own law firm in 1882. He served with the Darlington Rifles in the Fenian Raid of 1866. Mr. Rutledge served on the Town Council of Whitby for thirteen years. He was Deputy Reeve from 1887-1889, Reeve from 1890-1893 and Mayor from 1894-1899. He was active in securing electric street lights, a water works and a new public library for the town. He died at Whitby on December 7, 1914 and is buried at Union Cemetery, Oshawa.
