Police say officers from the downtown Oshawa division, at 77 Centre St. N., responded to a loud bang just after 8 p.m. and discovered a vehicle in flames. Officers were flagged down by witnesses who reported that a person "threw an incendiary device into a parked car shortly before it exploded." Police say a suspect was apprehended after a short foot pursuit. There were no injuries as a result of the explosion and no damage to buildings or other vehicles. Police say the explosive disposal unit cleared the area and that there are no other suspects and no concern for community safety. Duy Quoc Nguyen of Oshawa faces charges including: arson causing damage to property, possession of incendiary material, unlawful possession of explosives, mischief/damage danger to life, mischief/damage property over $5,000 and driving under suspension. He was held for a bail hearing. Anyone with information about the incident is asked to contact Det. Colin Williamson photo Durham police recovered more than 20 stolen vehicles during a two-week period in May, an effort assisted by intelligence from the international INTERPOL organization. Project Vulture resulted in the recovery of 23 stolen vehicles valued at more than $1 million, Durham police said in announcing the results of the effort June 29. The Durham project occurred in conjunction with Operation Carback, an INTERPOL initiative aimed at combating the growing international issue of vehicle theft. "Every year, hundreds of thousands of vehicles around the world are stolen, fraudulently obtained and smuggled out of their countries of origin and then used as either tools or commodities in different criminal activities," Durham police said in a statement. The project occurred between May 16 and 31. Durham was the only Canadian police service to participate in the INTERPOL initiative. INTERPOL gave local police services access to databases that allowed officers to check vehicles and verify ownership, "and instantaneously detect potential criminals or criminal activity," a statement from the organization said. "INTERPOL supported the operation by crosschecking information collected in the field against its international databases," the statement said. "With the Vehicle Identification Numbers typically removed from stolen cars, on-the-ground assistance from INTERPOL enabled national law enforcement to connect with car manufacturers to identify vehicle origin."
