- Thomas James Edwards was born in Liverpool, England, on January 27, 1926. He served in North Africa and Europe in the Second World War, joining the Royal Air Force at the age of 15. He was an amateur boxer in England before coming to Canada in 1955, where he worked at the Dunlop Tire Plant in Whitby. He was a representative on the Oshawa and District Labour Council until 1970 when he became the negotiator for the Canadian Union of Public Employees, a position he held until 1991. Tom Edwards served on the Whitby Public School Board from 1961 to 1963 and as a Whitby Town Councillor from 1964 to 1969. From 1970 to 1973 he was Reeve of Whitby. He was Councillor for the Centre Ward from 1974 to 1978 and was a Durham Region Councillor for Whitby from 1980 to 1991, when he was elected Mayor of Whitby.
