Herrama new regional chairman By MICHAEL KNELL Free Press Staff A strong show of support from the rural municipalities gave Gary Herram just enough votes to become the new chairman of Durham Regional Council. Herrama, now the former Mayor of Uxbridge, edged out his opponent, Regional Councillor John Aker (Oshawa) in a 16 to 14 recor- ded vote. In winning the top political job in the region, Herram picked up two Whitby votes. They came from Mayor Bob Attersley and Regional Councillor Gerry Emm. Whitby's third voice on council, Tommy Edwards cast his vote for Aker. Herrama, 41, a farmer from the Village of Leacksdale, resigned automatically as Mayor of Uxbridge when elected regional chairman. It has yet to be decided how is replacement in that post will INFORMATION CENTRE PROPOSED RECONSTRUCTION OF HIGHWAY 7 IN THE REGIONAL MUNICIPALITY OF DURHAM BETWEEN BROUGHAM AND BROOKLIN The Ministry of Transportation and Communication is presently preparing contract drawings for Improvements to Highway 7 between the above mentioned limits. A key plan of the area ls shown below. The Ministry proposes to up-grade the existing two lane highway, whIch will include the following work:-- 1) Providing new pavement with reinforcement to the existing base where warranted. 2) Improvements to the highway profile including the visibility on a number of substandard vertical curves. 3) Improvements to the existing sideroad intersections with more extensive Improvements at Regional Road 23. 4) Improvements to he road side drainage including replacement private entrance culverts and improvements to highway culverts. 1 Widening of the right of way is proposed basically throughout the project, to accommodate new ditching, and highway profile improvements. The Ministry of Transportation and Communications invites all residents and interested persons to attend, and discuss the proposals with MInistry representatives who will be in atten- dance. Schedule Date: Frlday, December 19, 1980 Time: 1:30 p.m. to 4:30 p.m. and 6:00 p.m. to 9:30 p.m. Place: Gymnasium at Meadowcrest Public School in Brooklin. The proposed improvements fall within Class B2 under the Environmental Assessment Act. This study will follow a planning process which has been approved under the Environmental Assessment Act, 1975. This approval requires that an Environmental Study Report be filed with the Ministry of the Environment (M.O.E.) prior to con- struction. Public notification of the availability of this report will be made at the time it is sent to M.O.E. In his acceptance speech, Herrama told council that they must be a "co- ordinated, cohesive group" and learn to work together and with the local municipalities. "There has to be a drastic change in how we deal with the local municipalities," he said. "We must be cohesive." The region's second chairman was also critical of the provincial gover- nment's Go East Policy saying that it "hasn't gone anywhere." He told council that Durham had to realize that the policy has met with failure and that because of this, little development was taking place. Earlier this year, Herrarma said that the région can no longer look to the central area of Whitby and Oshawa for develop- ment pointing out that the major development was taking place in Ajax and Pickering. He said that regional government should encourage that growth. In his address to council, Herrama said that they should be looking for a "new direction in 1981" and ensure that there is an "environ- ment (in Durham) that is -~ E.~w, u acceptable people." In taking for jobs and the chairman's post Herrama will supervice a level of government that spends sone 23 cents out of every property. tax dollar and a combined current and capital budget of $90 million. Through Foster Parents Plan of Canada, Ed Gregario "adopted" Richard Corozo of Guayaquil, Ecuador with his small monthly contributions to the group. Corozo was born in Guayaquil on September 19, 1972 to Domingo and Marcia Corozo. He attends grade two at Leticia Alvarado Aviles Private School studying a basic academic coarse. His father and mother both work, Domingo as a laborer and Marcia as a ser- vant. He has a brother and a sister living in a house made of cane, wood and zinc with two rooms which are used for all services. Richard has black hair and dark brown eyes and is described as obedient and affectionate. With the contributions of people like De Gregario the Foster Parents Plan of Canada provide the family with free medical and dental care, free prescriptions, "the sustained guidance and counselling of the social workers and the benefits of many special programs."
