Sup- ported by the Progressive Conservatives, Oie motion was Oie end resuit of initiatives we had taken while in office to bring some coordination and organization to Oie semmingly endless array of federal social programes. In addition to his respon- sibilities in justice and for federal-provincial relations, the Honourable Jean Cretien wiil head up this " super-ministry". Canada was, without doubt, a pioneer in the field of social assistancçe programs. Yet we ail realize our present system is flot without its flaws. Costs have been higb, priorities con- fused, integration between departments haphazard. Some programs have been abused, others under-funded. The former PC government's intention was both to maintain and enhance Oie quality of our social assistance while keeping expenditures under control. We instituted the foilowing system to help put this principle to work and are pleased to see the new governmnent adopt it. To cut down on the unnecessary waste of your money, each policy area in government is now assigned a resource "en- velope". This envelope defines Oie maximum amount of fun- ding ailocated to each area per fiscal year. Once its spending ceiling is reached, no more money can be spent in that par- ticular poiicy area unless lower priority programs are drop- ped. The new Ministry of State for Social Development will coor- dinate and evaluate the programs within Oie social policy en- velope. By being able to oversee the entire operation, the ministry will best be able to judge where cut-backs and exten- sions are needed and so assist the ministers in making these decisions. Most important, the ministry, by developing a baroad social policy framework, should be able to eliminate the present duplication of efforts departments. In other words, if both the envelope system and the new ministry are used wisely, we shouid expect our scarce dollars to be put where they are needed most. Better top-down managment, whether in government or business, means less waste, less uncontrolled growth and better value for money. Gartshore's appom tment to Committee head tabled A recommnendation that Whitby Mayor Jixu Gar- tshore be name chairman of Oie management committee was tabled by Durham Regionall Coundil at their meeting last week. Oie winning pitcher for Midway Datsun was Susan Pipher. Midway's coach said it was their best game of the season. Everything seemed to come together. the pitcher for Rotary was Elaine McIwiraite. Michelle Short batted in a home run for Rotary with Beth McIlvoy contributing a triple. Other games played last week saw the Kiwanis Club defeating Oie Kinsmen 28 to 10; the B.P. Car Wash dum- ping Oie Lions Club 26 to 6; and, Fisher Refridge upset- ting the Opt-Misme by a score of 28 to 7. council but Oshawa City Council as well. Dewar is resignlng to accept a position with the ontario governument in the municipal liason depar- tment of the Ministry of In- ter-Governniental Affairs. The reason for tabling the recommendation making Cartshore chairman was because council lias yet to receive Dewar's formai resignation. In moving the tabling motion, Oshaw Regional Councillor Bruce McArthur said that "a move to name a successor now would be a case of indecent haste."
