Prospective customers received a letter teiling them they have been seiected by computer to receive the off er ta buy the gems and only the addressee is eligible ta make the purchase. The emeralds are offered for seven dollars each, plus a dollar for handling. If the of- fer is taken up before certain deadlines, Up ta four stones can be bought, but the price of $7 each and handling stili appiies. The firm selling the stones is known as HMF Minerais Ltd. or North American Minerais Ltd. Toronto ad- dresses are used for mail handling and the parent company is located in West- bury, New York. The buyer could easily be led ta believe that he is being given the opportunity ta buy a very valuabie stone at a bargain price. In fact, the stones are Iow grade and worth about the price the customer is paying. A certificate of authen- ticity accompanying each purchase says only that "the acquisition" is "authentic". Emeralds are cut from-a minerai known as beryl. A true emerald is deep green and unflawed; the emeraids being sold through this scheme are much paler and flawed. The material has lit- tle commercial value and will often be used as fi in emerald mines. No active investigation is being conducted by the OPP, but the anti-rackets in- vestigators are keeping a close watch on the situation. Evidence available ta the in- vestigators shows the public is not being defrauded because the stones have some value. This value bears a relationship ta the actual cost, but by no means is a buyer receiving a first- class gem-stone at bargaîn basement prices. The Ontario Provincial Police cautions the public that anything that sounds toc good ta be true usually is too good ta, be true. Quality gems are generally not sold for a few dollars through mail order, but only thraugh normai retail outiets. D.
