Breaugh, the NDP's healt.h critic met last week with about 15 workers from the Whitby Psychiatric Hospital and Durham Cen- tre for the Developmentally Handicapped, who are. asking for his help and sup- port in their contract dispute with the province. "This government seems pretty clear and pretty firm on where you are in the pecking order of salary negotiations," Breaugh told Ex..a Grants for United Way The Budget Committee of the Oshawa-Whitby United t Way recently reviewed requests for additional fun- ding from member agen- cies. Committee recom- mendations to the Board of Directors resulted in ap- proval of extra grants for t 1980. These grants were made possible fromn suc- cessful campaigns in 1977 and 1978. A representatîve of Devon Enterprises, the developer, told the committee that the proposed restaurant would have to go in the north-eat the workers. "'There is definately going to be a need to keep the heat on. " The 15 workers ap- proaclied Breaugh represen- ting 300 counsellors, child- care workers and nursing assistants who are among 6,200 of their fellow from psychiatric hospitals and homes for the retarded from across the province preen- tly bargaining for a new con- tract. Members of the Ontario Public Service Employees Union, the workers are seeking wage hikes and bet- ter working conditions. Breaugh said that the government has given a 10w priority on psychiatrie care and told the workers that their position is a difficult one because "the gover- nment may be right that the public doesn't want anything to do, in any way, shape or form, with someone who has a psychiatric disorder. " Because patients with psychiatric problems are not always rational, Breaugh said, they may pose a psysical danger to the workers. "You're the front-line providers of service." Breaugh said that the NDP supports the' workers and that they will be raising questions about the dispute in the legislature. He added, however, that they have lost an "essential bargaining tool" because striking is illegal for them. "What else can you do; what other weapon do you have," he said. "Anybody who has the right to bargain has the right, at some point in time, to withdraw their services. " Breaugh also claimed that corner or not be included in the scheme at ail. He said that Dominion Stores, one of the two major tenants in the plaza, would not agree to having the restaurant in the north-west corner of the lot. The vice-president of the Corridor Area Ratepayers Association, Vic Sheffield, the government could have averted last December's illegal walkout by jail guar- ds, also members of OP- SEU, but chose not to. "And I'm not suggesting that the government has changed its mind since then, " he said. B-reaugh was told by Durham Centre OPSEU spokesman Ken Thibeau that "the battie uines are clearly drawn" and that they wilI strike if they feel they have no alternative. "There is no basic objec- tion to the restaurant, per se; tahe major concern is the location," he said. "If it could be moved far- ther away, it would be more acceptable to these people," Sheffield said. The residents' concerns would be more than satisfied if the restaurant move was made according to William Lovelock, a Kendalwood Road resident who has ap- peared before both the committee 'ànd t.he council on several occasions. Lovelock said that the residents fear that problems from noise, litter and odor would be created from having the restaurant right across from their homes. Another area resident, Bill Kirkton, said that he moved to t.he area in the 1960's because it's semi-rural en- vironment promised "1peace and quiet". He said that the environ- ment has been destroyed because of the rapid developrnent of the area sin- ce the area was taken over by t.he Town of Whitby.
