Coimeil siashles Coimty WHITBY FREE PRESS, WEDNESL)AY MARCH 5, 1980, PAGE 5 Town grant Whitby Town Council bas eut its annual grant to the County Town Carnival Comnttee by over 50 per cent and has- advised organizers to find ways to make the annual affair pay for itself. the carnival requested a grant of $8,500 for 1980, up from the $7,500 it had asked for in the past two years. the tow's budget commit- tee cut the grant to $3,500 and told the committee to raise money by charging for the use of carnival facilities. North Ward Cowicillor Bob Carson told couficil that the Brooklin Spring Fair receives no council grant and that the county Town comrnittee should be collec- ting a percentage of revenues fromn such con- cessions as the beer tent and shouid charge admission to some of the events. Carson said that the Brooklin Fair board receives 15 per cent of the revenues from their beer tent. "People attending events should pay, " he said. "There should flot be a free ride al the way. " Carson was not the only councilor to attack the car- nival cornmittee although others were concerned about the committee's practise of carrying forward a surplus from previous years. Regional Councilor Bob Attersley said that the committee had a bank balance of about $4,000 ad- ding that "It seems a littie out of whack to keep giving them grants and let them carry a bank balance for- ward." Attersley received support from Centre Ward Coun- cillor Barry Evans who said that the committee was not budgeting for a break-even position but "to stash another $4,000 into the bank. "' When Mayor Jim Gar- tshore was told that it was the committee's policy not to charge a local service club for use of an arena he said, "They had bloody well bet- ter change their policy. " Budget cuts wireduce hbrary serviLce Members of the library board said rccently that town imposed budgets cuts could lead to reduced library services for Whitby residen- ts. Board treasurer John Stroud and head libraran Anne Hope-Brown attended the last meeting of the budget committe last week to ask for an extra $12,000 for the purchase of books and supplies only to be turned down by council. Stroud said that since the budget proposaI bas been cut "the only thing we can do is eut our services to the public by not being able to purchase sufficient books to meet their demands. " The board's proposal called for a grant of $405,000, an increase of seven per cent over 1979. They received $390,000 plus an extra $4,000 to cover up 1979's deficit. Stroud also claimed that the library's circulation was up by 50 per cent over the same period in 1978. He referred to the increase as "1fantastîc". "if we do not get $405,000, we are not going to be able to purchase sufficient books to take care of the increased demand," he said. the board's -other major request for a bookinobile, a $125,000 capital expenditure, was also rejected by council. That proposal included $12,000 for the purchase of new books which the board. also claimed was needed even if the bookmobile was rejected. the library will receive $66,000 for books, ap- proximately the same amount that they received in 1979. Stroud said that book costs have gone up by about 20 per cent in the same period. He said that the eut will mean that the library will purchase about 800 books less than it bas originally planned. there were 92,026 books in stock at the end of 1979 and library membership was up by more than 4,000 to 11,900. Overaîl circulation was 315,386 - 18.5 per cent more than the previous year. As well as increasirig its book collection, the libirary bas begun an art print collection with money received from Wintario and the Central Ontario Regional Lîbrary Systemn.
