Rison said that the greater threat is from on-site spillage ramher mhan the trucking of tme waste, and quoted a report that cited mhe possibility of on-site spillage as 60 times greater mhan truck spilis. "Obviously,"he said, "the greater threat is on mhe site - les'mhan 3,200 feet from the nearest home. Yet the ex- perts who assembled the report only address them- selves to truck spilis. They are ominously silent regar- ding site leaks. " Rison said that the only way to stop mhe proposal is to find a more attractive site and to lobby Ontario En- vironment Mimster Harry Parrott. "The trouble with that is the false logic behind building a liquid treatment plant," he said. "The politicians and the experts both justify this proposai but intimating it'll stop illegal dumping. They tell us we have to take a responsible position, by operating a treatment plant in an urban area."t He said that the only way to guarantee full use of any waste treatment facility to increase the penalties for illegal dumping. "The way things stand now, it will be cheaper to durnp illegally and pay the fine than to pay for treat- ment of the waste," he said. Bison said that if an ac- cident should occur at a con- verted plant, the cleanup will be paid for by the tax- payers of tme region, the province and probably teh country as weil. Rison added mhat treat- ment coutracts must involve shared-cost clauses. "Let the industries that generate the waste pay part of the cleanup costs," he said. "This country needs widescale industrial recycling encouraged by in- centives from the federal government. "After ahl, one firm's waste is another's raw material," he said. Brooks announced that Mr. Condu has been driving three people to Toronto General Hospital four times a week and that this run wil be an appropriate distance of 3,600 miles a month. She also said that another volunteer, Mr. Heron has driven 2,000 miles for the organization during the month on their behaîf.
