If budget stands, taxes up 5 nifls or. 7.5 per cent By MICHAEL KNELL Fme Press Staff The Town of Whltby will probably increase taxes for 1980 by 5.1 milîs or $25.50 for every $5000 of assessment. That means, according to treasurer AI Claringbold, that if a home is assessed at $10,000, the taxes on that home wil increase by $51 this year. Claringbold said that this represents a 7.5 per cent in- pact on the taxpayer as tahe town anticipates 8.2 per cent growth in assessment. Simply put, if the town did not anticipate this growth in assessment, taxes would in- crease by 15.7 per cent this year. With the exclusion of the proposed municipal transit service, the town will spend $7,279,835, approximately 13.6 per cent over last year's $6,«0,M4. Claringbold pointed out that local ratepayers (both residential and commer- cial/industrial)- will only foot $4,816,518. The balance of the revenue will corne from province grants and subsidies, building and plumbing permit fees; entry fees for recreation, fire department recoveries; fines and parking revenues. "When we tallc revenue we don't mean taxes," Claringbold said. Claringbold also said that the town experienced a deficit of $60,000 last year. "We are also paying, in 1980, approxirnately $563,000 in principle and interest charges in outstanding debentures, " he said. Claringbold said that the town owes in "total long- term liabilities" $3,209,000, without interest. Claringbold said that the increases took into con- sideration the hiring of four additional ful-time firemen, increased service main- tainence on parks, the pur- pose of more park acreage, a major municipal bus ser- vice as well as changes in department operations. According to treasurey department chairman, East Ward Councillor Joe Drumm the biggest single expense to the town is the fire department. In 1980, the fire depar- tment wil receive 23.2 per cent more money, according to the budget proposal paper. The fire department will receive $1,170,001 in 1980. This figure allows for the hiring of the four additional firemen with an over ahl salary and benefit allotment of $971,056. In terms of dollars, the public works department has the largest budget for all its programs with an expen- diture of $2,534,785, a 6.4 per cent increase over last year. The recreation depar- tment will also receive a 21.1 per cent increase over last year. According to Claringbold, the Public Library will not receive the funds to finance a bookmobile this year. However,' the budget document recommends a grant of $393,350 to the public lîbrary, this is less than the board's request for $405,365. Claringbold pointed out that the difference is staff's recommendation not to finance the bookmobile.
