Many were con- tained in the budget, others are present.ly in place. In ail, they represent our short and long term strategy on the matter. Immediately upon taking office, we reduced the rate of expansion in the money supply. Basically, as inflation is fuelled by such expansion, curbing ex- cessive printing and supply of money is a critical tool. Cooling inflation as well aids in stabilizing the Canadian dollar. Our efforts to maintain the dollar's strength at its present level will reduce "imported inflation": the price rise in imported goods due to cheap dollar. Our steps to reduce the Governument deficit, as outines in the Budget, would necessarily have reduced Canada's cash requirements by haif. This would have given the private sector more room in which to expand and to create new wealth. The budget would have committed the government to spending growth that does not exceed the rate of in- flation. Finally, the energy tax credit would have compensated those persons in lower income brackets from the high cost of energy. Real cuts have already been made in governiment spending in the public service alone: deferral of the decentralization program ($200m worth), and a 25 per cent reduction in the government advertising budget. We intend to continue the trend. The PC Government stands by its record in creating employment. Instead of resorting to short term make work programs like our predecessors, we are committed to introducing long term measures to ensure economic prosperity into the future. Again, to date, we have taken significant steps: 120,000 presently unemployed Canadians will have jobs un- der our Employment Tax Credit scheme. Ac- cessibility to manpower skills training programs was increased. A National Youth Service Corps was established. We re-established funding for women 's employment programs back to historical levels. As well, research and development funding was in- creased by 35 per cent, creating 15,000 research jobs as a result. It's these kinds of positive, long-term initiatives that we have and will continue to pursue. And they're based on a basic PCprinciple: to create substantive policies of lasting benefit to the entire community, to ail Canadians. Posma Unempioyment, as other economic distortions are the direct result of massive governiment interferen- ce in the marketplace, over-regulation, protective tarrifs that benefit the few at the expense of many, crippling taxation levels, and an overail system that punishes productivity, efficiency and profitability. To stimulate employment the Libertarian Party would deregulate industry, scrap the Foreign In- vestment Review Agency, and lower corporate and individual taxation. Inflation is caused by politicians through gover- nment deficit spending and the resultant excessive printing of money to pay for these deficits.
