Whitby councillor 'Marcel Brunelle said Durham's 1996 budget and proposais for reforming the Greater Toronto Aiea (GTA) dominated both the formai and informai discussions. In the latter category, one unnamed counililor burned a copy of the Golden task force report on the GTA in a cottage firepiace, Brunelie chuccled. Whiie he had no input inte where it was held, Brunelie feit ne need te defend the need for the retreat. "It usuaiiy helpe te get away," he said. "We did one at the Oshawa Golf Club and it was'a waste cf time and money. 'When people get away they focus more on the discussions. When you're teo close te home, yeu're bothered more." For instance,. Brunelie had 32 telephone messages waiting for him when he arrived home - messages he might have been tempted te answer if he had been within haiiing distance of Whitby. Often, the most important part of these gatherings are the informai debates that occur "over drinks or in someone's room," Bruneile said. 'We had good, honest 'd;-cussions on amalgamation," he said. "I'm not sure we left seeing eye te, eye, but everybody knows where they stand." Noting that Durham Region is a corporation like GM and anyone else," Bruneile said the corporate world reguiariy holds such functions te improve staff performance. "When the Region and other municipalities are under attack from the provinoe and when people say they don't want a tax increase ,and no GTA .. anything that makes us work more efficientiy, I amn in faveur of." Fellow Whitby representative Gerry Emni concurred with Bruneiie's assessment cf the seminar's value. 'The Goden report teck a lot cf time," said Emm cf a presentation on mistakes contained in the controversial document now before the Ontario government. "With that informâtion, we have te work harder te see that the Golden report is net impiemented." Emm admitted that it "stili bothers me" that the seminar was flot held in Durham and said Camp Samac officiais suggested the north Oshawa site as a possible venue i n a recent letter te regionai council. "l would have preferred that the monies be kept in Durhami and I did raise the matter," said. 'The Briar's was chosen beyond my control and because there were such important matters (te discuas) ý it required my attendance."
