Rollback leads to 'difficulties' FR OM PAGE 1 Employees (CUPE) are hoping for quick settiement. of a grie- vance filed b y the union against the municipality. CUPE, which represents Whitby's 163 fuil-time inside and outside workers, plus several part-time employees, filed« the grievance the day aftar council's decision was annour.ced. "We've mutuaP 'y agreed to move as fast a2, we can,'" said CUPE representative Bob Byers. «The same thing is going on in Hamilton and we're attempting to use it to co-ordinate for the province. We'Hl use their case and go from there," hie said. "There's no sense in arbitrat- ing ton different versions of the saine case." Byers said the Town has taken the position that the cutback is a reduction in hours, whereas the union dlaims it is an improper layofi'. "iThey do have the right to lay off, but it must be done in accordance with the contract, the junior man first," he said. «They say because it's a reduc- tion in hours for everyone it's not a iayoff .. .it's a matter of interpre- tation." According to Town offliciais, the cutbacl< was prýompted by measures contained in t he May provincial budget. Ileductions in transfer pay- rnents from the, province to Whitby totalled approximateiy $433,ooo. Of this amount, the Town was able te absorb about $300,000 by reducing municipal services and DECORATE VOUR HOME AT HALF THE PRICE Thursday, JuIy l5th lOamto 8 Pm 133 Taunton Rd W. #16 Oshawa - 432-1580 Iv- cutting pregrains. Layoffs or unpaid days off were the only options available te council, Fox said. But Byers points out that Wbitby is the only municipality in Durham Region te go this route. Pickering ceuncil used a 1.5 per cent wage increase it had planned on giving its employees, te offset the shortfail from the province, while Uxbridge cut its budget, Byers said. "In Witby they went directly te the employees,'ho said. Byers said the union offéed te meet with Town officiais te dis- cuss alternatives te council's pro- gram. "cThey could cut evertimo, do less grass cutting, not buy new trucks," hie said. "We offered te go in and explore others ways, but we neyer heard from thein." Edwards, however, cbailenged Byers assessment of the situa- tien. "I find that difficuit te under- stand. My impression is there's a good relationship between management of the Town and the union representatives,» said Edwards. "In fact we encourage themn te do it (propose alternatives). Net only is management preparod te listen, but ît's (discussions) stili geing on," he said. Edwards stressed that any proposai m ust be "reasonable" for it te e considered soriously by management. "T'here was a su ggestion that a certain portion of the building (municipal office) remain without repair," said Edwards. 'It was well meant, but net acceded te," he said. Despite the grievance, Byers said t he union is still hopeful of soon reaching a collective agree- ment wîth the Town. "Obviously its' caused pro- blerns, but it's stili the unon's goal te get a contract with the employer," said Byers. As for Bill 48, the Ontario government's social contract legislation, that is another mat- ter, Byers said.
