Kai Yew, manager of long range planning policy for the Region said a waterfront study had been under consideration for man4'years contemplated a long time,a (at least) sinco the last offIciai plan," said Yew. But with last year's adoption of a new Durham Region officiai plan and various endeavours by the local nxunicipalities, the need for a study became more crucial, Yew said. (An officiai plan is a document which dictatos recommendod land uses in a municipality. Dur- ham's revised plan is awaiting Ontario government approval.) Yew said ail municipalitios have either undertakea their own lakefront studies or a ppro- yod dovelopmoats which wiil dra- matically alter the appearance of their respective shorelinos, honce the need for an overaîl perspec- tive. In Whitby, for oxample, Cos- can's Harbour Isle project will straddle both sides of Brock St. coveringi 16 acres. It wif contain three 15-storoy apartment buildings, 54 town- housos, a recreation centre and commercial units. "There needs to a genorai res- ponse from the Region. We hop e to dovelop an overaîl policy or the waterfront," said Yew. The study wiII address a wide- range of issues pertaining to the waterfront, Yew said. These will include public access to the lakefront, protect- ing the environment, housing, tourism, and commercial and in- dustrial uses. Since many of these potential uses are not entirely compatible, Yew said the study will h ave to determine how ail can ho acco- modated, if possible. He said some features of Dur- ham's waterfront such as Osh- awa's Second Marsh and Whitby's Lynde Creek Marsh must be protected, for example. Whereas other areas can b. developed for industrial or other "T'he Region (council) has to decide which areas not to touch and what can ho used for hous- ing, recreation, tourism..." said Durham planners wiil draw heavily from recomynendations contained in previous studios such as the Crombie report on the future of the Groater Toronto Area watorfront, Yow said. David Crombie, a former Toronto mayor and féeral cabinet minister headed a Royal commission tihat proposed numerous uxeasures aimed at safeguarding Lake Ontario's shoreline.- SEE PAGE 5 EVk~U ~ 1 UlMj Cdc.r Your WorIdg -i6fÈ1ATX AFTER SALE PRICE $39.92 Offer Expires Match 28,.1993
