Harvard Industries has applied to the Town for a 6,832- sq. ft. expansion to its existing 45,919-sq ft. plant on Heron Rd. But residents appearing at a public meeting of the planning and development committee last week compl ained that tho expan- sion wot ld only create more noise and truck traffic. "The land use is not consistent with the 'surrounding zoning in the community, which is a tradi- tional mix of rural residential and agricultural usage," said Rick Worr, president of the recently formed Whitby North- ern Communities Ratepayers' Association. Worr complained that one of the plant's shift changes occurs at 2 a.m., which creates an un- desirable noise for residents who are sleeping. The expansion would create 25 more jobs at the plant which now has a workforce of 100. Worr said that would increase employee traffic, leading to more noise and roadside litter. "This never should have been allowed in an agricultural area," said Craig Pyke, of Heron Rd. He also complained about the traffic. The property was sold to Dominion Automotive Industries by Andrew Antenna Company in 1986 and rezoned to permit the plant. Harvard Industries is now the owner of the plant and recently signed a contract with General Motors, a representative of the plant told planning committee. He said the addition would be used as a warehouse. The application will now be sent to agencies in Region and the town ment. Free Press photo Ashburn severance rejected Whitby council has rejected a severance application by Dr. Mary Ankus in Ashburn to per- mit two homes on a three-acre lot after neighbors complained about drainage problems. Ankus told planning and deve- lopment committee last week that her children would live in the two homes. "I'm not talking about small homes either," said Ankus. She said the homes would be used as bait to entice her chil- dren to take over the family business when she and her hus- band retire. "If I can't sever I will probably put up a house I have to rent that won't be as nice. I'm baffled by the objections," she told com- mittee. Those objecting included neighbors andthe newly formed Whitby Northern Communities Ratepa ers Association (WNCRA). "This application should be rejected as the severance would create two building lots of which neither conforms to the stan- dards established in the official p lan for the Hamlet of Ashburn in 19840," said Rick Worr, pre- sident of WNCRA. The severance would create two building lots, each approxi- mately 93 feet deep. Worr said the hamlet's official plan calls for lots to be no less than 115 feet. He also complained about drainage on the property which he said has been distorted because of fill on the property. "Because of this alteration to the original topography of the property, we reman unconvinced that drainage and runoff pro- blems will not adversely impact the properties to the south," said Worr. The problem was expressed first-hand to committee by Brian Irvine of 909 Ashburn Rd. His property is south of the Ankus property, and he told com- mittee his property is always wet because of runoff. He said the Ankus property is 12 feet higher in the middle than at the rear, resulting in runoff. "Two houses there would make it worse," said Irvine. "The lot is not meant to have two houses," agreed north ward councillor Ross Batten, who. moved that the application be denied. Council agreed with the recom- mendation Monday night.
