Whitby General made an application, but, understandably, withdrew it. A building expan- Serviice is needed sion, and fundraising for it, is the considerable and immediate task. And the Whitby hospital is alréady the Durham Region treatment center for other heatth- related programrs. The life of kidney dialysis patients will be made much easier with the elimination of trips to Toronto for treatment. Oshawa General and the Durham Region District Health Council have made the effort to bring dialysis care to the region. Let's hope that the ministry soon approves the program, for the benefit of Durham's dialysis patients. R esidents opposed to local imiprovement plan To the editor: This letter concerna the recon- struction of Newman Ores. under the local improvement plan. I hope the people on Newman Cres. reaIize that if this work is done that their taxes wili in- crease immediately because of it. The- Town considers it an im- provement on your property and raises the taxes. I can see, and also several of my neighbors agree, that this wili be a precedent setting situa- tion. If Newman Ores. 'is done this way, in the future ail the streets in the Town of Whitby wiil be done this way (local improve- ment plan). So be aware that Green St., Athol St., King St., Centre St., Byron Sts., etc. could be in the sam e situation as we find ourselves. In the past, the roada were repaired out of everyone's yearly taxes and we think it should stay that way. Look at Burns St. It has major repaira, so has Bay- view, and most of the streets in the subdivision south of us. We asked the Town representative if they had paîd for this and he replied no. I'm referring, of course, to the now famous local improvement initiative plan." Only yesterday I received a most informative, stampiess letter, stuffed in my mailbox amongst ail the Wednesday newspapers. Lucky enough for me, I'found it, and could hardly wait to rip it open andl read the 'officiai' version of this proposai and how it would bring wonderfui benefits to me and my famiiy. (More traffic going at higher speeds, etc.) I also expected some type of enclosed reply form with some type of pertinent question such as, 'Wouid you like to 'have this work done for only $2,827?"' (I don't have $1,600 to pay 'up front.') Alias, there was no reply form, but in its place there was plenty of ominous talk about what's about to happen. The opening line's as good as any so Ill quote it. "The Town of Whitby is intending to proceed with the reconstruction of Newman Crescent under Section 12 of the Locai Improvement Act (initiative plan)." May I as k you air, two simple questions? 1. If, in fact, this policy is designed to designate work projects on a cost-share basis with homeowners who approve, why then are you already intending to proceed when you haven't yet received' that approval? 2. What gives our Town the morai right to demand a minimum $1,600 from any homeowner who, through no fault of his or her own, just doesn't have this kind of money floating around. It's even more distasteful, considering that person's municipal taxes have jumped 50 per cent in five years. I strongly suspect the Town of- Whitby wants this plan to proceed far more strongly than' any homeowner. It would certainly. appear that way because in this case no reply from the homeowner (who wasn't given a reply form) signifies consent. The problem with VWitby's. governiment seems to be the samne as others. It can't tell ' need' from 9 want,' and end up niixing the two, aiong with their costa, into a large batch of nonsense like we're seeing now.
