Council accepted the offer last Tuesday night. The study, which will look at various ways of solving the. serjous, community- wide, sewage pollution problem in Brooklin, will cost between $50,000 and $100,000 and will take one year ta complete. Coscan stepped in and offered to pay for the study because the Town and Regian could flot deci- ded which level of government should respond ta the problem. "Nothing was being done. The Region and Town couldn't decide wtio should respond and thepri- vate sector moves quicker t han the public sector," said David Keenan assistant branch mana- ger for àoscan. Keenan told The Free Press that Coscan purchased 396 acres of land in Brooklin two years ago and has plans for building Vic- torian homes. He also indicated schools cou]d be built on the land. The lands are parts of the 1,432 acres that First City owned in the Brocklin area. Coscan bas already begun designs ta bring sewers ta their Iand. But Keenan explained that for the sewers to work, the Region bas ta bring water ta the area. There are four methods of solv- ing the problem, according tc Keenan. One is a sewage I agoon, where the sewage is directed to an area where it settles. It is then covered up and another lagoon is started on top of that. Keenan said there is an old lagoon in Oshawa but the problem with that solution is the odor. A second answer is spray irri- gation. The affluent is, piped ta farmers fields as a nutrient. ,The third is ta rebuild the séptic systems in Brooklin using concrete tanks. The systems would then be pumped out each year. But that can be expensive," said Keenan. The fourth is ta brng trunks up ta Brooklin from Whitby. Coscan is also working on a tiaht sehedule. Keenan said their research bas shown the market for single fam- ily homes will start declining in 1995.
