The school board voted 14-3 in favor of drawing up plans for an extension to the present centre as well as an auxiliary building. "The problem is that there has been a growth rate of about 10 per cent per year since the build- ing was first constructed in 1981", said Grant Andrews, the board's superintendent of busi- ness. "When it was first built, we didn't forsee the fantastic rate of growth over the past seven years," Andrews said. "Back in 1981, the full enrolment of the separate school system was 9,896. By the end of September it is expected to be 18,627 -- almost double,"he said. Andrews says major factors in enrolment growth and the con- sequent administrationgrowth are Bill 82, the legislation to introduce and expand special education services; Bill 30, the extension of the separate school system to include total secondary school programs to Grade 13; and Bin75 to improve services for minority languages (espe- cially French), as major factors in the enrolment growth. "The staff has grown; the building hasn't," said Andrews. Another major concern is the cramped space the 14 main- tenance staff who now occupy a facility in the center of Oshawa near Holy Cross elementary school. "The system has outgrown our present facility," says Conrad Ethier, controller of plant. "We presently have 38 schools with two under construction. The plant operators service all of these,"he said. Maintenance includes paint- ing, mýaking play equipment, plumbing, heating and repaers. "We also need stock for sup- plies. Right now there's no place to store things. If you buy piece- meal things are more expen- sive,' said Ethier. "Things are only going to get worse as we get bigger," he said. Ethier added that he would be working with the architect in designing a. new facility with suitable ventilation and that, once maintenance moved out, the board would maintain the pre- sent building. Oshawa trustee Joe Corey wants to see construction get underway as soon as possible. "I was on the orinal planning committee in 1986/87. We recom- mended expansion then," he said. "The longer we wait, the more costs are going up," said Corey. The architects proposai is scheduled to be ready by Octo- ber. They include St. Jude's ele- mentary school in Oshawa, St. Bernard's elementary school in Whitby, St. Joseph's in Uxbridge, Monsignor John Pereyma secondary school in Oshawa and Father Joseph Venini elemen- tary school in Oshawa. "We must also purchase a large number of portables in September," said Andrews. "And there will be a significant in- crease in transportation costs." One thing that will not affect the budget is the planned day- care. "I cannot thinK of any direct impact day care will have on the budget at this time," said Andrews.
