Government showing 'responsibility 'with PCB management By Scott Fennel Ontario riding MP Recently I spoke about the importance of our environment and what we can do to ensure any damage does not extend any furtber. Related to this, and of distinct importance, is PCB management and control. I arn sure many.of you are 'aware oftbe dangersof.PCB Waste, particularly with recent reports in themedia. In keeping witb tbis concern, tbe Minister of Environinent, Tom McMillan, announced ôn Sept. 7 tbat the federal governinent will undertake a comprehen- sive PCB control program. This program will be institued in co-op- eration witb tbe provinces and tbe private sector. The governinent will be spending $6-million to lease a transport- able incinerator to destroy 3,000 tonnes of PCB wastes at CFB Goose Bay. This, action will commence in tbe spring of 1989. The govern- ment also intends to lease a second transportable incinerator at a cost of $15-million for the destruction of other PCB wastes in Canada. In addition to these advances, the minister bas proposed measures to eliminate high-level PCB contaminated materials in the federal in- ventory witbin a one-year period. Incinerators of this type bave a proven destruction efficiency of 99.999 per cent, and can burn five tonnes of waste an hour. The installation and operation of the incinerators are subject to federal legislation and regulations, sucb as the Transportation of Dangerous Goods Act and the Canadian Environinent Act. Ail affected communities will be consulted before any action is taken, and a team of senior Environmient Canada and public works officiais will ensure tbat environinental considerations are respected. It is our responsibility to ensure the safety of our environment for the sake of our eidren. Witb tbe initiatives I have already outlined, I strongly believe this government is living up to its responsibility.
