The characters from these plays were thrown together to help Dorothy (from The Wizard of Oz) return to Kansas. Caplan defended the Minlistry of Health by telling the Council that the ministry spends approximately $12.7 billion on health services for the people of Ontario, roughly $1,600 per person. "Echoes" was a fitting finale for the year, anid by its success, promises more polished and enjoyable entertainment from this group in the faîl. Canada should spend 8.2 per cent of the gross national product on health care. Caplan said the latest figures "show we're spending about 8.6 per cent." She attributed the chronic shortage of funding for medical facilities to an increase in the need for chronic care. "Nearly nine out of 10 patient contacts are for chronic conditions and disabilities," Caplan said. Seniors are are a large part of this group. Caplan said the answer is not to spend more money. According to the Evans, Spasoff and Podborski Reports, better management and planning are in order, as well as the development of alternative health care services. 'To help us realize these objectives, the Premier's Council on Health Strategy has been established. The cciuncil is chaired by the premier and, as Minister of Health, I serve as vice-chairman. The council has broad representation from al health care providers, business, labour and consumer groups," Caplan said. She said that the Scott task force will be examini'ng the factors influencing the use of insured medical services (01111) and the rise in OHIIP expenditures. "Between the fiscal years enig1985 and 1988, 0H11' expenditures increased by more than approximately 50 per cent," Caplan said.
