Often when difficuit investigations grind to a hait, investigators turn to Crime Stoppers. Its great success lies in keeping the identity of the caller anonymous and that extra incentive of a cash reward. Obviously, the public can provide a wealth of information to assist police in doing their job more eficiently. When a person cails Crime Stoppers with information regarding any criminal offence a code number is assigned to the tipster. This is the only means of identification the caller will have for further contact with the program. The coordinator's office then screens the information, matches it to outstanding files and forwards it to the criminal investigator for his action. When a case is solved through information received and an arrest is made, the caller becomes eligible for a cash reward, which is decided upon by the civilian board on the recommendation of the coordinator. The civilian board consists of citizens from throughout the Region of Durham. They generally oversee the program, including raising the reward money. Rewards are paid in cash and not by police. The npws media is a vital part of Crime Stoppers. Without it the programn simply would not work. Each week a crime is proflled by the local media asnd includes coverage by: three cable TV stations, nine radio stations and 16 newspapers. Many times casual witnesses who were not aware that what they saw was pertinent to a crime, wiii caîl after seeing, reading or hearing about a crime. Fading memories are jogged by the media coverage and this provides valuable information which might otherwise be forgotten. To date, tips have led to the arrest of persons for crimes which include murder, attempted murder, robbery, assaults, burglary, theft, drug trafficking and even the illegal sale of liquor. Postal system improved By SCOYJF FENNELL MP Ontario riding Canada Post's 1988189 - 1992/93 corporate plan was recently tabled in the House of Commons. Although there were no new policy directions in this year's plan, their focus is on improving the reliability and accessibility of postai service and delivery in a competitive marketplace, and at a reasonable cost to Canadians. Canada Post also announced a crucial miiestone reached by the corporation. For the first time in 30 years, Canada Post will make a profit estimated to be $26 million. This is a commendable achievement given that in 1981/82 the deficit was $588 million and it was stili $300 million when this Government was elected in 1984. This means the customer will pay full price for the delivering of mail, not the taxpayer. I would also like to point out to you that any revenues rai sed will be turned back into the company to improve upon their service. The corporation's president and chief executive officer, Donald H. Lander, reaffirmed the corporation's plan will focus on service. He stated "the whole pur-pose of aur existence is to provide Canadians with efficient, reliable and affordable postal services." Canada Post is working hard ta give Canadians the improved postal service they demand and deserve. The corporation is affecting these changes ta make improved postal service a reality. Canada Post is moving ta provide more convemient access ta postal service, something which I know many of you will be happy ta hear. Over 70 per cent of retail postai outiets taday are operated by the private sector. By even further extending this century-oId relationship with private enterprise, Canada Post will greatly increase the number of locations and hours which more closely meets the changing lifestyles of its customners.
