But .Animal, Control Committee will consider lower licence fees for pet owners with spayed or neutered doge. The committee hopes the lower fees will help control the are being euthanized every day at the animal control centre.' 1'A report from ,tbe center shows tbat in 1987, 216 doge had be be eutbanized at the* shelter. The report also indicates 597 cats creating differential fees may be contrary to the Dog Licensinig and Livestock and'Poultry Protection Act which gives 'inunicipalities the right to licence dogs. Ini hie report to committee', treasurer. Don McýaY saYls the act is "silent". on imposing differential licence fees forspatYed and neutered doge., "Since, the Act is. silent on this point, it is'legally arguable that such a . differential fee systemn is contr ary to the Act," wrote McKay.' But he does note that a number of Ontario municipalities including Oshawa, Toronto and East York, do offer 'differential fees. How' much that fee should differ came under discussion fromn two members of the committee. Comxittee ,chairman .and Whitby councillor Ross Batten favored a fée*of $10 for epayed or neutered dogs and a $20 fee for doge not spayed or neutered. Ajax representative Shane Corson favored a $15 to $20 differential fee. Batten said bis- preference would offer more of an incentive to dog owners. The three municipalities currently charge $15 for a dog licence. The committee decided to table the matter until its next meeting in May to give the third member, Ajax councillor Joe Dickson, a chance to offer bis input. (Dickson was absent from the meeting due to a snowmobile accident.) But before the motion was passed, Batten also asked staff to look at making it easier for pet owners to get their dogs licenced. He suggested that an invoice be sent out through the mail, which a pet owner. would only have to sign and mail back to a municipality. "Lt bas to be made easier for people to licence their dogs," said Batten, adding that he would also like to see the committee corne up with a way to get 4ogs licenced wbich currently are not. The next PAW meeting wvill be May 18. Correction An article in last week's edition incorrectly identified Martin Stammnis as president of the One Parent Faxnily Association in Oshawa and area. In fact, George Kozarof i president. The article should bave also stated that the association has about 200 members in Durham Region. The Free Press regrets the error and omission.
