'87 REVIEW Parlors are licensed Whitby's adult entertainment parlors underwent a different type of scrutiny over the past year, with a proposed bylaw drawing com- ment, petitions and even a poll. Whitby council members issued a threat to parlor owners just as the 1986 year ended -to move the three pàrlors which then existed in the downtown area to an industrial area in Whitby's southeast. That began public debate by everyone but council members who preferred to wait until a Supreme Court ruling involving a similar bylaw in another municipality. Existing parlor owners asked for exemption from the bylaw. Mean- while a residents' petition and later a petition of Whitby merchants urged removal of adult entertain- ment parlors from the downtown. In June, council decided to licen- se the parlors, and in September details of the license were set forth. They would apply to two parlors, Hotel Royale and the Spruce Hotel, after the Skaags operation parlor closed operation. Many residents walked out of the June meeting in disgust when council opted for licensing rather the bylaw to move parlors out of the downtown. Re-election... Bruielle who has represented the centre ward since 1982. When asked if he would seek re- election as north ward councillor this year, Ross Batten says he had not as yet made a decision. "It will all depend on where Ross Batten is when the time comes. If there are issues important enough for me to run.-If I can be of some help. I don't want to run just for the sake of sitting on council."
