The development, approved Monday night by couneil, will in- clude a total of 177 apartments units and 52 stacked townhouse units, as well as a 3,000-sq. ft. retail area, and restaurant on the seven- acre property. Development will "probably be in two phases, no more than three, " developer Ted Phelps told ad- ministrative committee last week. "This is going to be the eatalyst," committee chairman, councillor Marcel Brunelle, said after the meeting about the development of Port Whitby. Main resident parking for the project will be underground. The first phase work, proposed to be 59 apartment units and 16 stacked townhouse units, will take place on the southerly third of the property. On Sept. 28, council passed a bylaw stating no vessel shall be moored on waterfront property. The boats have been mnoored at the harbor sînce March.
