Batten made that comment last week at an operations committee meeting in response to a report from the public works department about the disagreement between Whitby and Scugog over the levels of service provided on the boundary road between the two municipalities. In 1983, Whitby and Scugog en- tered into an agreement for the maintenance and repair of Trownline Rd. Whitby would do the work then bill Scugog. "lWe have been unable to obtain from Scugog their latest costs per kilometer for maintenance but based on their 1985 figures and in- crements (4 per cent in 1986, 4.7 per cent in 1987), we estimate their maintenance costs should be ap- proximately $4,400 per km. per year. At the same time, the costs for Whitby to apply its standards is estimated at $6,400 per km. per year," states the report. .There are three main differences in the level of service each municipality provides. Scugog does not put up snow fen- cing and are not willing to pay for snow fencing put up by Whitby on the Townline; Scugog *à pplies calcium for dust control at the rate of six tons per mile while Whitby applies 13.5 tons per mille, and Whitby has been regravelling a third of Townline Rd. every year, "and this standard is probably higher than what Scugog has been doing for their gravel roads." Whitby public works department wants operations committee to ap- prove an additional $7,240 to u pkeep Townline Rd. to Whitby's standar- ds. But committee disagreed and bas decided to send a letter to Scugog to arrange a meeting to discuss the disagreement. Computer system approved A new computer system for the Town, at a cost of $629,681, bas been approved by Whitby council. The hardware for the system wil be provided by Digital Equipment Corporation, the second largest manufacturer of computers in the world. The software will be provided by SRB International, a Whitby-based company. The Town's existing computer system, MAI, is now 10 years old, according to administrator Bill Wallace. In a report to council, he said the system had 32 breakdowns between January and August of 1987. The new system will have six times the storage capacity, will not require expansion for three years and will require no major upgrading for five years. Wallace informed council that the cost for the system has been budgeted and will be taken- from reserve capital funds, not tax- payers' money. Should the Town not be ab le to en- ter into a satisfactory contract with DEC/SRB, Wallace told councillors the Town will not hesitate to enter into negotiations with the second bidcjer on the contract WANG/NISSI. Their tender was $731,290. Terms of the contract Would in- clude performance and delivery, said Wallace, adding the Town hopes to have the new system in six months.
