In public meetings and forums more than 200 groups told us they didn't want it...this year, we're out to build the consensus around other options." The trip to the Oshawa area was the 15th and final community around the province where a free trade forum has been presented to seek alternatives to a bilateral free trade agreement. Wilson stressed there would be some winners and some losers in any trade agreement, and in- dicated most of the winners would end up "south of the border." He suggested any bilateral agreement with the USA would result in lost jobs in the manufacturing basin of Ontario, the disbanding of agricultural marketing boards, and serve as a severe blow to small business, senior citizens and women in the low paying sectors. "What we really need to do is build manufacturing bases around our resources industry and challenge the present skills training programs in this country," said Wilson. "Mulroney has no moral right to force a mandate on this country that it does not want. Free trade is not a quick fix for the economic problems this country has ex- perienced for several decades."
