PUBLIC MEETINGS ON SUBDIVISIONS 934ý5 Monarch homes Student accommodation, roads and parks were among the subjects discussed at last week's public meeting on the proposed Monarch subdivision at the northwest corner of D'Hilier St. and Dundas St. W. Monarch Construction Ltd. plans to build M5 dweiling units on the 36- hectar (90-acre) property. The developmnent will generate a population of about 1,200, according to a planning departmnent projec- tion;- The development' includes a walkway as access for students to E.A. Fairman Public Schooi. Because. of' the walkway, the Durham Board of Education had recently decided not to request a, school site ini the development. There wiil be no development ini a green beit area running along the creek in the west portion of the property. D'Hillier St. N. wil also be realigned from its existing inter- section with Dundas St. to meet the southerly limit-of McQuay Blvd. at Bonacord Ave. A portion. of the existing D'Hilier St. would be closed down. The realigned D'Hillier St. would then serve as'the main collector road for both the proposed sub- division and the developed west half of the Otter Creek subdivision to the north. 0f the total number of dwelling units, 320 would be single family homes and the remaining 25 would be single family link homes. The link homes, il to be situated in the northeast corner of the development and 14 along Dundas St., are an attempt to satisfy the Town's medium density requirement., Planning, department says it must yet be determined whether the link lots comply with the requiremfent. Planning department will report on the subdivision application after ail comments have been received. 92 homes in Costain About 70 residents attended a public meeting last week on the planned ninth and final phase of the Failingbrook residential com- munity by Costain Ltd. The application is for 92 singleL family dwellings, on a 4.5-hectare (11-acre) property owned by Costain, in a quadrant area of 9.8 hectares (24 acres) north, of Rossland Rd. and east of Garden St. The Costain plan is one of two development applications for the area. The proposed subdivision property is adjacent to Bassett Blvd., bo be the coliector road for the subdivision. (The other development proposai is by two numbered companies for a 136-unit condominium apartment, four-' storey retail-office building, 20 street townhouses and parkette). Whitby planning department had previously considered the ap- plications only as input into an ur- ban design plan for entire quadrant area. Ater a series of meetings, council adopted the urban ,design plan on Feb. 9. Planning depar- tment had designated the quadrant area for medium density residen- tial use. The Costain proposaI does not meet medium density requirements. However, greater residential density requirements are to be met on the remaining lan- ds, dloser to Rossland Rd. Sixty- five of the Costaîn homes would have 7-6-metre (25-foot) frontage. The remaining 27 have frontages ranging from 8.5 metres (28 feet) to 23 metres (75 feet). In response to questions by near- by property owners about the 7.5- metre lot frontages and the shor- tfall in density as proposed in the Costain application, planning director Bob Short said the urban design plan is flexible to permit a wide varietyof densities, including the lower density Costain develop- ment. While the officiai application has yet to be made, short mentioned the higher density development that has been proposed for part of the remaining area within the quadrant. Costain architeet John Beresford said the homes will range from 1,000 to 1,800 sq. ft. in area. He said it is "anticipated" that the homes wiil be two-storey and about two metres apart. Dave Keenan of Costain said it is hoped to begin the subdivision in the summer. Driveway entrances to the homes are to be off creents within the subdivision, not off Bassett Blvd., said Keenan in response to a question by a resident. Short told another resident that Bassett Blvd. will become "a reasonabiy busy street" as a resait of the development. The Durham Board of Education bas estabiished a committee to study school dropouts and suggest ways to keep students in high schools. On Monday night, the board adopted the recommendation by the Supervised Alternative Lear- ning for Excused Pupils (SALEP) committee, which reviews the ap- plications of students who want to leave school. "0f the students who came to the attention of the SALEP committee durîng 1985-86, ail had refused to at- tend, regular school," states a SALEP* report. "They were already along the "spiral of defeat"; some with emotional problems, others had deâlings with the courts." The committee -recommended the membership of the committee to inelude a resource teacher, trustee, high schooi teacher, atten- otance cuunsellor, SALEP member, elementary teacher, headinaster representative, social agency, guidance representative, special education superintendent and private sector represeiitative. The board's program and per- sonnel committee decided to with- draw the attendance counseilor and add both a psychologist and program and curriculum education officer to the committee. The Ontario government recently hired George Radwanski, former editor-in-chief of The Toronto Star, to study school dropouts and con- sider changes in the schooi system. The study comes after a report by Ken Dryden, former Ontario Youth Commissioner, which shows that 40 per cent of students in the province do not graduate from Gr. 12,76 per cent do not- graduate from Gr. 13. and only 31 per cent go to coilege or university.-- , , , .9 WHITBY FREE PRESS.
