Bugelli said he is not opposed to the im- provements to the arena, but is opposed to the enormous increase in the price. 'It is totaliy wrong," be said. He said when staff were given approval in June they should have obtained input from sorneone experienced in the field if they were runnlng into problema. Councilior Joe Drummnagreed wlth his colleague when at iast week's council meeting he stood and blamed the recreation department for adding thlngs to the proposai between June last year and this year 16, No. 22 which should have been "gimmies" right from thest.art. Councillor Drumm waa referring to three changes staff made from the original proposai after con- sulting with consultants Totten Sims Hubicki. They include upgrading the floor finishes of the two new dressing rooma from asbestoa tile to 'skate tule' at an additional cost of $4,000, the original concrete block ,walis did not permit any insuiating factor therefore an upgraded wali with increaseci in- auiating qualities was introduced at an ad- ditional cost of $6,5W0 and the dressing room block waiis were to be painted in enamel paint but was switched to epoxy paint to wlthstand the dampness at an ad- ditional cost of $3,000. Those three changes from the original proposai tacked an ad- ditionai $13,8W0 on to the bill before work bas even started. A report by the Parka and Recreation Depar- tmnent also indicates that unforeseen costs were discovered after detailed drawings of the rooma were made. They include the remnoval of an un- derground oil tank and the relocation of a tree to accommnodate the ex- pansion of the dressing rooma and extra height being added to the dressing rooma to over- comne grade difficulties. The removal of the tankand tree will cost the town $6,500. "They put the cart before the horse and that's not good fiscal planning," aaid coun- dillor Bugelli. When asked if this bas happened before, coun- cillor Bugeili replied "this is not the first time." Adninistrator Bill Wallace came to the defence of staff when he said "there is difficulty hangingastaffiln terms of the estimate when the architect's plans were not known, " he said. He auggested council change the policy so wben fist drafts are brought forward to council, no dollar figures be attached to them. Free Press Staff Photo Ilistorical Society hfres consultant By MIKE JOHNSTON Free Press Staff The Whitby Historicai Society has hired con- sultants to tell them if Lynde House wiil indeed ha the future museumn for the Town of Whitby. The consultants, Mar- shall Macklin Monaghan, a Toronto based firmn with a Whit- by office will receive $28,032 to prepare a report on a future museumn for Whitby. A provincial grant will pay for 50 percent of the study while the society will foot the rest of the bill. At a meeting before the operations* commit- tee Monday night, second .vice-president Rod Angevaare infor- nied the members that the feasability study, which will make a preliminary report to the society by June 27, may conclude that the Lynde House shouid not be the future home of the Whitby Museum. However, he did state a personal preference for the house to remain as the home of the Museumn. According to Angevaare, the preliminary report, due June 27, will tell the society if the bouse bas to be moved, where it should be moved to and how to move it., He told council mem- bers that a June 30 deadline set, by Whit- ti *ngton Investments, the owners of the property, to make a decision on the bouse was juat the incentive the society needed to proceed with the feasabiiity study. "This study is' a means toan end andwill give us a framework to start from," said Angevaare. The study wili be completed in two phases, Angevaare said and the first stage will let the society know if it shouid continue with the second stage. "4A completeiy new building couid be recommended, 1 don't know," said Angevaare who time and time again remarked that the society wiHI follow the expert advice of the consultants. "They wiil give us priorized recommen- dations and we will go from there, " he said. SE£EPG. 7 Not enough water to fight fires? By MIKE JOHNSTON hy the Insurance Free Press Staff Bureau of Canada.
