MARCI 19.I1986, WUIITBY FREE PRESS NEB to hold inquiry into gas line explosion The National Energy Board wiil hold an inquiry into the October 17 natural gas line ex- plosion north of Oshawa which killed one man and injured four others. The 'inquiry, scheduled for April 15 at the Ramada -Inn in Wiilowdale, will in- vestigate the circum- stances surrouncling the explosion which oc- curred when a major gas line owned by Tran- scanada Pipelines Ltd. was accidentaliy rup- tured by a drainage con- tractor hired by a local dairy farmer to lay drainage tule. Accor.ding to NEB in- formation officer Ulana Perovic, it is board policy to investigate ail accidents which occurr on lands within. its jurisdiction. In the case - of serlous accidents such as the Oshawa ex- plosion, Ms. Perovic said an inquiry is stan- dard proceedure. The NER ls inviting ail interested parties to make a writter, sub- mission toi ts Ottawa of- fice by March 27 if they wish to appear at the inquiry. Ms. Perovic said the board is iooking for any information which might shed some iight on the circumstan- ces surrounding the ac- cident and its possible cause; the proceedures foliowed by Tran- scanada Pipelines with respect to any crossings of its transmission lines and the duties of Tran- scanada personnel and other parties involved in such crossings; the methods and equipment used in locating buried pipelines; the training, the experience and technical background of Transcanada personnel involved; possible measures which might prevent a similar ac- cident In the future; and the adequacy 0ôf the existing regulations, or- ders and guldelines governing the.crossing of gas pipelines. The explosion oc- curred shortiy after 2 p.m. on Thursday, Oc- tober 17 on property beionging- to dairy far- mer Norman Guy. Mr. Guy had contracted the services of Wallcer- Wright Drainage Ltd. of Lindsay to lay un- derground drainage tule on his property. When the 51 centimetre steel pipe was accidentaily cut by the contractor, it triggered a biast that burned for more than four hourg before it was finaliy brought under control. The blast kilied Donald Douglas Wright, 33, of Bethany, a father of two young children and co-owner of Walker- Wright Drainage Ltd. The injured included three construction workers and a Tran- scanada employee who was supervising the crew when the explosion occurred.
