The - Ad- ministrator is the Chief Ad- ministrative Officer of the Corporation responsible to the Mayor and Council for the implemen- tation of the programs approved by Council and for ensuring all correspondence anc communications are properly dealt with and action Is Instituted. All Department Heads are responsible to the Administrator for the proper carrying out of his directives and those of Council. The Administrator chairs Staff Com- mittee meetings to discuss corporation business and ac- tions internai decisions made at such meetings which do not require Council ap- proval. In his role as Administrator, he ls also responsible for the coordination and Integration of the day to day ac- tivities of ail depar- tments. He has authority to obtain reports and Infor- mation with respect to the activities and operations of the departments as he may consider ad- visable for the pur- pose of assuring the best possible administration. He also has respon- sibility to the Council for ail per- sonnel matters and procedures; nego- tiation of union contracts; sub- division agreemen- ts; and, current and capital budget reviews with' the Treasurer prior to submission to the Council. The •* ad- ministration and maintenance of the Port Whitby Marina Is also the respon- sibility of the Ad- mInIstrator. The Ad- ministrator reports to Council on per- sonnel matters through the Management Com- mittee. TOWN CLERK: The Chairman of the Clerk's Department is Joe Drumm. The Clerk, Mr. D. G. McKay, ls appoin- ted by Council. Mr. M. B. Gazo ls the Deputy Clerk. The Clerk ls responsible for summoning of meetings of Coun- cil or Committees as Instructed and ls responsible for the recording of all resolutions, decl- sions and other recommendations of same. He also advises the Council from time to time on Rules of Procedure gover- ning Council meetings. The Clerk Implements Coun- cil pollcles in response to requests from Council. Ali by- laws, official recor- ds and legal files are maintained by the Cierk's Depar- tment. The Clerk Is also responsible for the overall ad- ministratlon of the Town's Records Management Pro- gram. As a Statutory Officer, the Cierk also acts as Registrar of Vital Statistics which in- clude the registration of bir- ths, deaths and issuance of marriage licences. All business licen- ces are issued through his office. The Clerk serves as staff liaison to the Pickering, Ajax, Whitby Joint Animal Control Committee. Main- tenance of the Whitby Municipal Building and issuing of facility permits for the use of the building by non-profit com- munity groups also ls the responsibility of the Clerk's Department. The Cierk's Department also provides secretarial services to the Property Standards Commit- tee. In a municipal election, the Cierk is the Returning Of- ficer for the municipality and is responsible for the administration of municipal election procedures In- cluding the preparation of the Voter's List. The Cierk reports to the Ad- ministrator, and to Council through the Operations Com- mittee.
