Further Information can be obtained on request. MAYOR: The Mayor Is the Head of CouncIl and Chief Executive Officer of the Corporation. The position of Mayor differs from that of other mem- bers of Council to the extent that he has dutles placed on hlm by statute as weil as certain powers of an executive nature not possessed by the ordinary mem- ber of Council. By virtue of his office he is a member of -other local boards and Is able to exert some Influence over their deliberations as well as com- municate their views to Council. It Is the duty of the Mayor to cause laws of the municipality to be executed and obeyed, oversee the conduct of ail subordinate of- ficers and recom- mend to Council measures which, Improve the finan- ces, health, security, cleanil- ness, comfort and ornamentation of the munIcipality. It is the duty of the Mayor to preside at all meetings of Council and preser- ve order. The Mayor is also responsible for the Marketing and Economlc Develop- ment Department. In conjunction with Councli and the Administrator, this department's goal is to promote the image and advan- tages of our com- munity. TOWN COUNCIL: There are seven members of Coun- cil, one of which is from each of four wards. The Mayor and two Regional Councillors also sit on local Council. The present Council took office on December, 1985 and wIll expire in 1988. Decisions of Council require support from a majorlty of the members present at a meeting, but in certain cases, the consent of three- fourths of ail mem- bers of Council is required. Council must have at least four members of Council present to conduct its business. COMMITTEES OF COUNCIL: Council also has three standing commit- tees. Each commit- tee consists of three members of Council and the Mayor, who Is an ex- officlo member of ail committees. While the Town does not have an Of- ficiai Mott6, it has adopted the following slogans to promote our Town as a well- rounded commercial, industrial, cultural and residential community: -WHITBY- "We Mean Business" "A Great Place to Live, Work and Play" In November, 1981, Town Council adop- ted the Marigold as the Town Flower. The Marigold was adopted as a Town symbol because it is reliable - to remind us of our heritage; flourishing - representing our business sector; durable - to demonstrate our industries; productive - to reflect our growing community and youth; and, beautiful - like our residents. nel matters as well as subdivision agreements and negotiations thro- ugh reports lnitiated by the Ad- ministrator; the Administrative Co- mmittee, which receives and revlews reports from the Planning Director; and the Operations Com- mittee, which Is In- volved with all other normal business matters pertaining to the other Town Departments. COUNCIL FUN- CTIONS: Whitby Council has responsibillty for processing of development ap- plications, sub- division plans, zoning by-laws, and varlous studles provided for in the Town's Official Plan. Whitby Coun- cil is the authority in charge of local streets and sldewalks, storm drainage, fire protection, parks and recreation and garbage collection, as well as the gran- ting of business, marrlage and lottery licenses. Property owners pay their tax bills to the Town. In addition, building and plumbing per- mits are secured f rom the Town. CHAIRMEN OF TOWN DEPAR- TMENTS: Each of the six Counclilors Is appointed an- nually as Chairman of a . particular municipal depar- tment. The Chair- man and Head of each department confer with each other on depar- tmental matters.
