This program has already led to the introduction of the Perry Street parking lot which has added 96 new parking spaces to the downtown in a con- venient location that is linked to Brock St. via the 'mid block laneway'; a concrete pathway between the parking lot and Brock St. with lighting. In mid April the downtown will be un- dergoing the firbt of its three phases of physical Improvements with the Introduc- tion of brick pavers on the sidwalks, new trees that will compliment the downtown without hiding the stores along with tree grates and attractive litter bins, This will be taking place between Dundas and Colborne Sts. on Brock. Later phases will see improvements on Brock up to Mary St., Byron and Dundas with a furtherextension of Brock down to Dunlop. Attention will be also given to the Four Corners with the in- troduction of a commerce court as a people oriented focal point. The C.A.I.P. program also included a guideline for facade improvement which was distributed to ail businesses. This is hoped to give assistance to landlords and business owners who wish to upgrade their storefronts in keeping with the character of the downtown. A marketing study was also completed in conjunction with the C.A.I.P. plan which offered suggestions on how to promote the down- town. A highlight of the year was the over- whelming support given by the businesses to substantially increase the budget. A meeting was held on Feb. 5, 1986to review the preoposed budget of $70,000 and what the Board of Management wished to per- sue in order to reach their goals. The B.I.A. had been operating on a $20,000 budget, half of which was earmarked to repay the C.A.I.P. project. This was very unreallstic in comparison with other B.iA.'s and made it virtually impossible to carry out significant programs to Improve the down- town. Board to carry out their plans for down- town improvement and has also ailowed them to hire a full-time manager to oversee these programs and be of assistance to al1 B.I.A. members. Some of the proposed projects include hanging floral baskets from the lamposts, colourful banners with the B.I.A. logo to add colour to the down- town, metal directional signs identifying the parking locations, attracting new businesses and development to fill any retail gaps that may exist, the creation of a promotional brochure on the downtown to send to other communities to encourage them to locate in Downtown Whitby, creating promotional prograrns frorn ad- vertising to a major annual event to hold seminars, workshops and breakfast meetings dealing with specific topics of concern to thé downtown business people. All of these initiatives are being carried through by new committees that have recently been established and are working effectively together. We are very encouraged by the present momentum that exists among the down- town business people and feel confident that our new budget and proposed programs are going to allow us to continue in a positive direction.
