Accordirlg to the commissioner privately owned day care facilities can charge as much as $9 a day less because their day care workers are not unionized. Regional day care workers belong to the Canadian Union of Public Employees and the region must pay union wages. Two years ago the region was directed by the province to charge rates that reflected the full cost of the service and they were given un- til 1986 to bring their rates in line. The total increase to Durham's rates over the three year period is $9. Although the region brought in what Mr. Johns termed 'hefty" increases in 1984 and 1985, the bulk of the in- crease will falin 1986. Beginning March 1, the daily rate for regional day care will go up from $19 to $21 and then in September it will jump to $24. If they did not comply with the province's demands, Mr. Johns said. the regions provincial subsidies would have been cut back. "The province and the federal government subsidize 80 percent of our day care and the region pays the rest. They're providing the money SO we have to dance to their tune," said Mr. Johns. Ironically, by raising the rates, Mr. Johns said it will probably end up costing the region more to provide the ser- vice because they will lose their paying customers and be lef t with a full siate of sub- sidized clients. "I'd rather be getting $2 aday and get it than pay out $24 a day in sub- sidy money," said the commissioner. The only regional day care facility in the Whitby area is the Whitby Day Gare Centre which currently has 33 children - out of ap- proximately 45 - who are subsidized. In a report to the management commit- tee, Terry Stevens the region's commissioner of personnel , stated that implementing a job evaluation program and getting aIl jobs properly aligned might cost the region as much as $2 million. However, in an interview last week Mr. Stevens said that figure was *'a total guess' and there was no way of knowing what the cost to the region might be.
